Objective 1: Individualized Technical Assistance to Grantees In February, CSG Justice Center staff learned that Philadelphia has been experiencing an uptick in violent crime, leading the PA Governorâs team to work closely with PADOC on wanting to implement a different program (Swift, Certain, and Fair) in Philadelphia in response. The program in Philadelphia will be implemented with individuals currently under intensive supervision. The PADOC team wants to request a program modification to change one of the jurisdictions where the Smart Supervision grant is implemented from Philadelphia to Chester. PADOC started an intensive supervision caseload in Chester City after they applied for the Smart Supervision grant. They are currently using an annuitant to provide case management services to participants (like other jurisdictions included in the grant). PADOC will also implement intensive supervision in Norristown (another city in the Chester district). PADOC is also interested in targeting a few rural areas in the district that have high rates of violent crime. BJA requested PADOC to submit a GAM in JustGrants. PADOC will continue to move forward with interviewing for case manager positions in two other districts, Pittsburgh and Harrisburg. The parole supervisor for the Pittsburgh District continues to work on his presentation on âIntensive Community Supervisionâ for the Criminal Justice Advisory Board conference in April. He has also spoken with program participants about their experience in the program. Many participants shared initial anger and confusion about being placed in the program, but this dissipated after about a month. The team is interested in thinking about better ways to communicate with individuals upon entry into the program. They are also exploring moving the CBT group to be facilitated earlier (week 3â"4 vs. week 6â"7) because many individuals already obtained employment by this time, creating additional barriers to participating in the required group.Â
