On 04-29-24, a videoconferencing session by zoom with FY23 CTAS PA3 Grantee Burns Paiute, and project partner, Fox Valley Technical College to discuss and review their TTA Needs Assessment. Will then work together to create a work plan.
Goals from narrative:
1) Adding a half-time probation officer. The tribal court will have the capacity to provide direct supervision of court-involved individuals and significantly move it toward a model that emphasizes restorative justice. The probationary services will ensure timely follow-up, assist court-involved individuals getting to required services and activities, and help them reconnect to the community as appropriate. In addition to the new probationary services,
2) Major revision of tribal codes to bring them up-to-date and in line with new tribal goals, priorities, and relevant federal legislation. The tribe seeks to align the court and legal proceedings with cultural practices including peace-making and reintegration of members into the community.
3) Enhance its ability to conduct business remotely. A subscription to an eCourt service will facilitate videoconferencing proceedings and remote filing and make all court documents available, as well as make as many hearings and sessions as possible available remotely, thus markedly improving accessibility for the entire community.

Strategic Plan: Developing a SP helpful or of interest: give them a year with the grant and they can revisit.
Tribal Codes: Their codes are all online. A code review would be great
Probation is inherent authority but not in the codes so would be helpful to boost this

Tribal Custom and Tradition: Think it's a code prevision to allow custom and tradition; Inherent sovereignty issue with the Judge

Hiring of Staff: Not hiring - they hired juvenile probation officer and trying to move court administrator to full time position instead of part time
Training: need to train probation officer
Data Collection: Want to streamline data collection and get away from paper
Tribal Justice System: Multi-jurisdictional response and collaborations
Really like Tribe to reach out to state court to have MOU where Tribal youth or Tribal members get transferred to Tribal Court, especially in juvenile response
Intertribal response/collaborations: Kind of like an MDT Team - how do we get people to talk
Tribal Court: Court Technology and is mainly for e-court
Public Defender/Pro Se/Self Help: Would be starting from the ground up, and would like to have forms
Is Tribe looking at enhanced sentencing: Haven't talked about it but would be future. If Tribal law is missing, Judge looks to state code
Any innovative techniques/tools: Will send summary and standing orders; They have BIA Police, have issue with defendants getting discovery so Judge did a discovery order
