On May 1, 2024, a TTA Needs Assessment meeting conducted via zoom with Grantee Kalispel for TTA Needs Assessment review.
Included in the meeting was Project partner, NAICJA, and Kalispel Court Manager, Allyson Bluff.
The Team reviewed all of the answers on the call to complete the TTA Needs Assessment and asked clarifying questions to get more information on specific needs, training, resources that would be helpful, current status of project goals, and planning. Team will get together to come up with a work plan and/or have an additional meeting to follow-up.
The following is the snapshot of the TTA Needs Assessment areas for priority focus:
Strategic Plan; Tribal Codes; Including Tribal Custom and Tradition; Alternatives to incarceration; Policies and Procedures; Staffing (They rely on contract attorneys); Training for new/current staff; Peer to peer connecting with other tribes has been super helpful in their Wellness Court planning; Court Clerk training; foundational training; Data Collection; Community Needs Assessment/engagement; Tribal Code Development: Code revision; Public Defender/Pro Se/Self Help; Diversionary, Alternative or Traditional Courts/Forums
Top 3 Webinar/Podcast: Tribal Courts; the pro se and self-help resources are probably the most desired topics; Traditional Forums; Pretrial Services; TLOA/VAWA- This is something that the Tribe is interested in learning more about and seeing what this would look like in practice
Publications: Same topics as above
Peer to Peer learning: They have already started doing this on their own, have been reaching out to other Tribes that have active Wellness Courts
To share: They do have Tribal bar exam and application process, implemented this 2 years ago.
Project partner shared resources, and other training announcements were also shared for past and upcoming webinars related to peacemaking and restorative justice.
