Narrative Description of this activity: TTA Needs Assessment review completed 4-30-24 by zoom/videoconference with Grantee Lovelock Paiute and Project Partner: TJI
Overview: Chief of Police completed the Needs Assessment based on what he wrote in the grant; and Amanda Fitzpatrick is Court Administrator and has been at tribe for about 10 years and as Tribal Administrator for 3 years and she recently took over project management.
Needs Assessment priorities:
Developing and updating a Tribal Court Strategic Plan; Tribal Codes; Developing Policies and Procedures for project staff; Hiring Staff (per grant narrative and funding); Staff Training; Job Descriptions; Data Collection; Tribal Justice System; Multi-jurisdictional response; Tribal Code and Policy; Court Technology; Court Security; Data Managment; Public Defender/Pro Se/Self Help; collaboration; Diversionary, Alternative or Traditional Courts/Forums:
Webinars/Podcasts: Diversion from and alternatives to incarceration; appellate courts; pre-trial; Tribal Court Development and Implementation ; Improved Coordination and Collaboration
Publications: Same as above (webinars)
Training Method:
Webinar would be preferred
Onsite is great but don't always have the funding to bring people onsite
Regional Trainings are great, and they love to send their people when they can
Innovative Techniques: Don't think they have anything right now, but they are getting there, maybe in the future.
Sharing challenges/best practices through peer to peer: They can share what they did, especially through covid, and can talk through the changes during covid and the changes they have had to make since then Would welcome any ideas and learning from other tribes.
Site Visit to another Tribal Court or Agency: The top three answers are definitely things that would benefit their court - would love to do a site visit with other tribes or multiple to see how they run their court; Joint Jurisdiction Court information would be helpful
Other information: They are getting pushback on confidentiality. as the Probation Officer is not yet a sworn officer of the court
