In January, TLPI sent them an initial welcome letter that included a poll to schedule a virtual kick off meeting, provided a questionnaire to identify T/TA priorities, and provided information on the upcoming CTAS Orientation and Emerging Issues Conference.
In January, TLPI held their Virtual Kick Off Meeting (1/23) for FY 23 CTAS PA 3 Grantees. TLPI presented on the Tribal Courts, Tribal Justice System, and Intergovernmental Collaboration Projection, the broad range of TLPI resources, publications, webinars, and various T/TA projects. TLPI also discussed how to request T/TA, the T/TA TLPI process (which consists of TA Coach assignments, the development of a TA workplan, and a final TA report. in collaboration with grantees and tribal T/TA partners.) TLPI then discussed with the grantee their T/TA goals and priorities.
On 1/30/2024 TLPI Tribal Collaboration Court Specialist, Chantel Cloud, sent an email to Judge Lorenzi and Shannon Guerrero following up on the initial FY 23 CTAS PA 3 Grantee Virtual Kick-off meeting that took place on 1/23/2024. The email summarized Winnemucca;'s TTA priorities as the following:
• Trying to hold court regularly and establish that hearings are held at least once a month – for everything (animal control, civil, traffic, criminal, etc.)
• Earning recognition and respect of the surrounding community so that they understand that the tribe, government, and court exist
• Increasing tribal court capacity by hiring additional staff, and more specifically a bailiff
• Understanding the capabilities under joint funding with 638 funding , and there is a need to furnish the building a little bit more ·
• Updating the Bench Book and Court Manual
• Training on grant management and requirements
• Working with the finance person on grant reporting, etc. and utilizing JustGrants is a current hurdle
Per Winnemucca's request, Chantel also requested any financial award information to be sent to TLPI so that TLPI can review and discuss during the next meeting with grantee.
The T/TA Needs Assessment was prepared during this period for FY23 CTAS (Coordinated Tribal Assistance Solicitation) PA3 Grantees.
