On 1/23/2024 TLPI held their Virtual Kick Off Meeting for FY 23 CTAS PA 3 Grantees. Martina Gauthier, Director/Attorney, Menominee Public Defender Office joined the virtual meeting via zoom. TLPI presented on the Tribal Courts, Tribal Justice System, and Intergovernmental Collaboration Projection, the broad range of TLPI resources, publications, webinars, and various TTA projects. TLPI also discussed how to request TTA, the TTA TLPI process (which consists of TA Coach assignments, the development of a TA workplan, and a final TA report. in collaboration with grantees and tribal TTA partners.) TLPI then had a discussion with grantees to identify their TTA goals and priorities. Martina discussed that Menominee share that their top TTA need might be code drafting. Menominee has no defense in their code and they would like to move away from CFR code. They also want to integrate the court to the tribe government. Menominee is seeing a huge fentanyl crisis and drug related crimes. There is lots of public sentiment to drug use so there may be some community education needs. There are also staff expansion needs. They need to create an MOU and look at way to grant expungements and pardons for drug related offenses. Last grant was a pardon grant but keeping them out of jail is not enough since past convictions can be barrier to employment and housing. Lots of drug and dv convictions keep people from getting employment. Prior to 2019 defendants were all pro se in the state court so they want to create an MOU for state expungements and aprdon and also make their own tribal court different from the state court model.
