TTA Need: The National Criminal Justice Training Center has been supporting Nez Perce Tribe, a FY21 COSSUP grantee, through onsite training and ongoing project implementation support in developing their tribal law enforcement/prosecutor based youth diversion program. NCJTC is currently collaborating with the Tribal Law and Policy Institute (TLPI) to support Nez Perce in the policy and procedure development stages for their new program.
Collaborative discussions led to connections with Oglala Sioux Tribe and Cheyenne River Sioux Tribe in South Dakota, and the Winnebago Tribe in Nebraska, who are in various stages of juvenile diversion program implementation. It was identified that it would be helpful to connect Nez Perce with an onsite visit with these programs, as well as to conduct a regional opportunity for tribal juvenile diversion sites to gather, participate in training together and have an opportunity for peer exchange.
The Oglala Sioux Tribe is hosting the Lakota Nation Invitational on December 12-15, 2023, which will include a variety of events throughout the week and a two-day “Healers and Healing” workshop. This TTA plan proposes that in collaboration with TLPI, NCJTC co-facilitate a Tribal Peer-to-Peer summit on December 13th, as part of the week’s events, focused on working with at-risk tribal youth, substance misuse and diversion. This would include co-facilitating peer exchange throughout the event, contribute co-faculty for presentations/sessions proposed for December 13th (topics are outlined below) and continue supporting Nez Perce in COSSUP project implementation by assisting them in incoporating onsite outcomes into their implementation plan.
Key tribes to participate: Nez Perce Tribe, Oglala Sioux Tribe, Cheyenne River Sioux Tribe, and the Winnebago Tribe. Space should also permit additional CTAS PA3 and tribal COSSUP grantees the ability to attend as interested.
