Founding State Recruitment and Engagement
In July, staff from the CSG Justice Center expanded their awareness, recruiting, and onboarding efforts across Justice Counts Founding and potential sites. This effort included outreach to potential future Justice Counts sites in Florida, Michigan, Pennsylvania, and Texas and continued conversations in Indiana, Iowa, Missouri, Montana, New Mexico, and Ohio. The Justice Counts team also received direct contacts from the Prosecutor Case Management System, Prosecutor by Karpel, which will assist in data sharing with participating prosecution agencies throughout the nation.??
In Florida, the director from the Palm Beach, Florida, County Criminal Justice Commission met with staff from Florida State University (FSU) and the Florida Department of Law Enforcement (FDLE) to talk about their current projects and the possibility of adding Justice Counts as one of them. FSU and FDLE agreed to expand the conversation, so the director will be reviewing this with her executive board to gain buy-in. The Justice Counts team will be presenting to the larger Palm Beach Criminal Justice Commission on September 26 via Zoom.?
In Michigan, the State Appellate Defenders Office and Oakland County Sheriff?s Office opted in.
In Indiana, four agencies across courts, law enforcement, and community supervision sectors completed metric configuration to pave the way for future data sharing.
In Pennsylvania, CSG Justice Center staff met with staff from the Dauphin County District Attorney?s office as well as a consultant and associate professor of criminal justice at the School of Public Affairs (PSU) in Harrisburg to provide a Justice Counts overview and answer questions. CSG Justice Center staff also met with the Philadelphia Stepping Up team to provide an overview of Justice Counts and answer questions about the project. This coordinated effort between teams across the CSG Justice Center will ensure consistent messaging within the state and hopefully increase stakeholder buy-in for both projects.?
In Texas, the team met with the executive director, research director, and IT director from the Texas Office of Court Administration. They are interested in participating in Justice Counts and will begin with a limited set of metrics to share through Justice Counts Publisher.?
A Justice Counts presentation to the Iowa Justice Advisory Board resulted in an opt-in from the Iowa Office on the Status of African Americans & Women. CSG Justice Center staff talked to the executive director of Iowa?s Police Chief Association, who requested follow-up information on the project to pass along to other police chiefs.? CSG Justice Center staff also met with an IT specialist from the Division of Criminal and Juvenile Justice Planning to plan for onboarding. The Polk County Attorney?s Office configured Case Prosecuted, Case Disposed, and Caseload and scheduled a follow-up meeting to go over remaining metrics.
In Missouri, CSG Justice Center staff visited Kansas City and met with the director of communication at the Jackson County Prosecutor?s Office, a councilwoman for the Kansas City 5th District, the Johnson County prosecutor, a major from the Platte County Sheriff?s Office, the Kansas City district defender, the Clay County prosecutor, the Kansas City chief of police, a Kansas City Police Department sergeant, the Jackson County Detention Center captain, the accreditation manager for the Jackson County Detention Center, a lieutenant for the Jackson County Detention Center, and a county prosecutor at the Platte County Prosecutor?s Office. As a result of the visit, Justice Counts received opt-ins from Platte County Prosecutor?s Office, Johnson County Prosecutor?s Office, and the Kansas City councilwoman. CSG Justice Center staff also strategized with the director from the St. Louis Criminal Justice Coordinating Council about increasing awareness, engagement, and recruitment in St. Louis County. CSG Justice Center staff met with staff from the Missouri Department of Corrections and the St. Louis Metropolitan Police Department and conducted onboarding sessions with the Springfield Police Department, who also opted in in July.
In Montana, the executive director of the Montana Board of Crime Control connected the team with two chiefs at the Montana Department of Corrections (DOC) who will manage the project for that agency and who will share data from a new data warehouse called Snowflake. CSG Justice Center staff also met with a supreme court justice and supreme court administrator to discuss Justice Counts and avenues for getting courts data into Publisher.?
In New Mexico, CSG Justice Center staff and staff from Recidiviz spent time exploring the Department of Public Safety?s records management system, Optimum, to begin the process of creating a Justice Counts report within the system.?
In Ohio, CSG Justice Center staff worked with the COO for Franklin County?s Office of Justice Policy and Programs and Recidiviz team members about future data visualizations for Franklin County agencies. CSG Justice Center staff also met with leaders from the Office of the Public Defender, the Cleveland Municipal Court Probation Department, and the chief of police of Butler Township, who wants Justice Counts to present to the Montgomery County Chiefs Association. CSG Justice Center staff conducted onboarding sessions with the Franklin County Municipal clerk of courts, the Eastern Ohio Corrections Center, and the Franklin County Community Based Correctional Facility and worked with the Columbus City Attorney?s Office to plan for their onboarding. The Delaware County Sheriff?s Office opted in to Justice Counts and is the first agency asking to have their NIBRS data come directly from the Ohio Office of Criminal Justice Services. CSG Justice Center staff also worked with the Cleveland Foundation, and our partners at the International Chiefs of Police and the National Sheriffs Association, to plan for a Justice Counts luncheon to take place in August.
Metrics Development
In July, CSG Justice Center staff worked with staff from Measures for Justice to schedule subcommittee meetings to take place in August and to develop and distribute a pre-meeting questionnaire for members and partners to complete. CSG Justice Center staff also determined the guidelines for how decisions will be made in the meetings to ensure that it is clear how metrics were selected and by whom. CSG Justice Center staff also worked with staff from the National Center for State Courts to continue advancing the work of the Courts subcommittee with the goal of aligning it with the other six subcommittees soon.
Justice Counts Partners
In July, CSG Justice Center staff participated in a panel discussion at the JRSA/SEARCH Symposium and NCJA Forum on Criminal Justice, which took place in California. The presentation provided an opportunity to preview some new messaging being developed about Justice Counts. CSG Justice Center staff also spent significant time in July planning for other upcoming presentations at partner conferences, which will result in a new suite of presentation materials.
