Priority Area 1?Update: CSG Justice Center staff continued analyzing domestic violence incidents from the Kentucky State Police?s compilation of electronic JC-3 forms, merging files to identify the nature of each incident as either intimate partner violence or other family violence. A sizable amount of demographic data was found to be missing from the JC-3 forms, and staff are investigating whether to impute the missing data so that an analysis of trends by race and gender can be conducted. Additionally, the research staff continued working with data provided by the DOC. Progress has been made with the DOC supervision data, but there are significant gaps in the case history. Additional supervision data will be provided to the CSG Justice Center in January to fill in the data gaps. Civil protective order cases have been matched to the DOC incarceration and supervision files to determine the overlap between people involved in the criminal justice system and people who have a documented history of domestic violence through the civil court system. Finally, data from the National Incident-based Reporting System (NIBRS) has been compiled and analyzed for the 2011-2022 time period, with cases involving victims who were in an intimate partner or familial relationship with the person(s) suspected of being responsible for the incident flagged for use in this project.?
Priority Area 2?Update: CSG Justice Center staff conducted a site visit the week of December 11 to continue its qualitative assessment of community supervision systems in Kentucky. CSG Justice Center staff conducted two focus groups at the probation and parole offices in Bowling Green and virtually with the Manchester probation and parole office. With the completion of these two focus groups, CSG Justice Center staff has conducted focus groups representing the geographical diversity of the commonwealth including Louisville, Central Kentucky, Western Kentucky, Lexington, and Eastern Kentucky. CSG Justice Center staff also debriefed with the DOC Probation and Parole Director, Erica Hargis, informing her of the key takeaways and patterns the CSG Justice Center staff heard.?
Priority Area 3?Update: During the probation and parole office focus groups in December, CSG Justice Center staff inquired about DOC?s relationship with BIP providers and learned that there is little to no coordination between BIP providers and probation officers. Improving coordination between these two groups is a potential area of work that CSG Justice Center staff will tackle as part of the project.?
Priority Area 4?Update: In December, CSG Justice Center staff met with a state senator. She is an attorney working with rural legal aid organizations providing domestic violence services to survivors and has also published research papers on domestic violence, specifically related to how being in a rural setting effect survivors? outcome. She was enthusiastically supportive of this project and offered to help guide Kentucky?s JRI effort. CSG Justice Center staff also met with the DOC staff therapist?and the DOC re-entry program coordinator. The therapist informed CSG Justice Center staff of the mental health crisis intervention program where she provides therapeutic support to DOC staff that have experienced a high-level crisis incident.?The program coordinator informed CSG Justice Center staff that programming is facilitated by DOC staff in the institution, and some programming is run by community partners that go through a specific training done by DOC. Finally, CSG Justice Center staff met with court staff to learn more about pre-trial services.?
Priority Area 5?Update: In December, CSG Justice Center staff attended the Interim Joint Committee on Judiciary. The Safer Kentucky Act was introduced to the committee, which takes on a tough on crime approach and will be introduced for consideration during the 2024 legislative session. According to the sponsors of the bill, the Safer Kentucky Act was created in response to the epidemic of crime facing Kentucky particularly in the urban hubs. Among those that opposed the bill was a representative who alluded to data presented at the 50-state summit as evidence that the provision in the bill are not supported by evidence and research. Following the committee meeting, CSG Justice Center staff met (virtually) with a state senator to provide updates on the project and discuss his impressions of the Safer Kentucky Act, which he said, ?was better than expected but still bad.? ?
