Presentation at the BJA Violent Crime Reduction Summit
Title: Do No Harm: Deflection as an Alternative Approach to Drug-Related Crime
Panel Format: Much of the violent crime that communities face is rooted in drug usage and drug dealing. In order to effectively combat this menace, a two-pronged approach is needed to include effective enforcement/interdiction against drug dealing and a plan to reduce the demand in the community through lowering the number of drug users. Deflection focuses on the latter. It is a law enforcement-community partnership that uses the science of addiction as a crime reduction strategy. Deflection creates new opportunities to reduce drug-related crime and drug usage, and it helps move people away from the justice system without entering it since no arrest record is generated This session will discuss studies that have been done in agencies practicing deflection; a free deflection e-course by the Justice Community Opioid Innovation Network (JCOIN); and the Bureau of Justice Assistance’s Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP), which provides federal support (philosophically and financially) for deflection and pre-arrest diversion programs.
