Pilot Project:
In October, WADOC sent a request to BJA for a program scope modification due to not having the domestic court specialty docket in place. The project will still focus on DV convictions, just not through a specialty court docket at this time, as the development of the Spokane County domestic violence court has been put on hold indefinitely due to procedural issues. The pilot project will now focus on participants who are recently released under WADOC jurisdiction with DV convictions. These individuals have a high propensity for recidivism and have many court-ordered stipulations to follow, including mandatory treatment, active no-contact orders, and heavily involved supervision requirements. The target population is the same except they are post-conviction instead of pre-conviction. Once the Grant Award Modification (GAM) is approved, they will be ready to begin work. WADOC has already identified a list of people they will transition onto the DV specialty caseload.
Additionally, WADOC is working on a contract with a DV programming provider. The DV provider will cost more than what was first anticipated. However, WADOC budgeted for more participants than the number they will serve. WADOC discussed a tiered approach with the participants for eventually having them pay for a portion of the treatment down the road, but the discussion is ongoing so there are no immediate changes that require budget modification. The target specialty caseload start date, pending GAM is approval, will be November 1. Currently, the staff are in place, the contract is in place with the coalition, and housing is in place. The only thing that is not done is the enrollment in the DV treatment, which will be ready November 1.
Technology Tool:
In October, Recidiviz staff continued to have internal conversations between the product, data analyst, and software engineering teams about WADOC’s request for internal support. Recidiviz also discussed the project with CSG Justice Center staff to get their perspective on potential projects, project budget, etc. in preparation for a scheduled November call with the WA data analytics team.
