In December, PA DOC staff flagged CSG Justice Center staff that they will not have concrete data to report to BJA for the next reporting period, as they have not yet hired the Smart Supervision-funded case management positions or begun grant spend-down. The Pittsburgh deputy district director connected with HR to receive guidance on creating the job postings to follow the requested template and updated the job duties and responsibilities. CSG Justice Center staff received data from the PADOC research team regarding crime rates and a synopsis of the evaluation of the intensive supervision caseload (ISC) program. The evaluation covers a period of ISC when case management was provided by part-time annuitants. The PADOC research team’s initial findings show that the ISC program is not making a significant difference in recidivism of the population served. However, PADOC believes the program has evolved and the new full-time case management positions funded through the Smart Supervision grant will yield different results once those staff are hired and providing services. Additionally, the pilot implementation team discussed the utility of crime data shared by PADOC research in considering program expansion and evaluation. There was discussion of ongoing research and data analysis for ISC and whether it is possible for PADOC to conduct a rigorous randomized control trial for the program.
Technology Tool:
In December, Recidiviz refined the mocks for the tool and scoped out the technical work necessary to develop and build the administrative supervision tool. In coordination with PADOC, Recidiviz also focused on coordinating with the “trusted testers” who will provide feedback on the tool. Recidiviz connected with 10–14 users who will be the first to receive the tool when it launches, along with two primary trusted testers who will meet with Recidiviz weekly throughout the development process. Recidiviz met with these trusted testers on December 20 to introduce them to the team, the idea for the project, and to schedule the weekly meetings moving forward.
