During this reporting period, the agency coach from JDI is pleased to report that the DOC and OYA are making progress on their individualized plans for coming into PREA compliance. Not only are they making progress on things like policy revisions, educational materials, and creating internal work groups, but they are each growing in their confidence around their jobs. This is especially important for the DYA PREA Coordinator.
The coach did not hear much from the sites for several months. Things are now back to a regular meeting schedule. Most recently, the coach met with each PC individually. This was not the plan, but it did afford them time to talk in-depth on agency-specific issues. It was during this call that DYA informed the coach that the approval to work together under the TIPS grant was finally making progress after more than 1.5 years since the budget was originally submitted. The work will further help the site achieve its goals of coming into compliance. The sites intend to undergo PREA audits during this calendar year. The coach has shared names of auditors who have dual certification in the hopes of doing both facilities in one trip. The procurement processes for the Territory are so challenging that the coach is less than optimistic that it will happen in the calendar year. Good news is that the PC positions have been incorporated into the upcoming budgets and starting October 1, 2024, the positions will be permanently funded by the agencies. The coach raised concern about how any gaps in funding will be covered since grant funds will expire mid-summer and there will be a few months before the new budget kicks in. The grant manager has assured the coach that they will be able to cover the positions for that period of time.
The coach continues to have concerns about the two agencies completing all of their goals, but it will not be for lack of trying, rather that the projects are ambitious and becoming PREA compliant will take a long-standing effort. It is not clear at this time if they will apply for a no-cost extension when the time frame opens seeing as they will have spent all of the funds before the original end date of the grant.
