CSG staff arrived on October 9th for a two-day in-person site visit with the University of Alabama's FAIR program regarding their FY21 and FY22 grant projects, SAFE and REACH. SAFE is a financial empowerment model that will be implemented and piloted with a mental health court population. REACH is focusing on implementing jail-based restoration with a focus on rural jails. Due to issues with the point-of-contact's travel and several meetings on the agenda not being set up, CSG staff engaged in virtual sessions with the grant team to accomplish portions of the agenda. Summary of the virtual sessions with the grantee: CSG staff engaged in virtual sessions with the grant team as an alternative to the scheduled in-person site visit. CSG staff and the grant team discussed the jail-based restoration grant (REACH) with the different grant partners, including the jail and the Department of Mental Health. To help inform the planning and implementation guide, discussed the primary objectives of the program: decrease hospital beds, decrease delays in restoration services, medication compliance, and decrease waitlist of felony competency restoration. The team identified other challenges within the facility and acknowledged the need for support and resources for current jail staff to understand the benefits of having this type of programming in the facility. Shared resources with grantee on embedding clinicians in jails and pointed to content that discusses a cultural shift when bringing in mental health professionals. CSG staff and the grant team reviewed the planning and implementation guide using screen share to discuss sections the team needed guidance on. This included areas such as information sharing, roles and responsibilities of the various grant partners and setting up processes for effective communication, and what type of outcomes the team is interested in collecting for tracking the goals of the project. One area for ongoing technical assistance is information sharing; the grantee identified several challenges around what type of information and with whom will information be shared regarding restoration status and other clinical information. An additional topic discussed with the grantee was judicial education; the behavioral health partner is involved in the statewide judicial summit and is interested in bringing JPLI training to the state in 2024. Discussed the process for applying for JPLI training and setting up trainers and a venue. CSG staff will follow up with additional information and availability of a training team.
