During the spring of 2015, NCJA received a Training and Technical Assistance (TTA) request from Secretary Daniel Bennett at MA Executive Office of Public Safety & Security (EOPSS), in partnership with the Middlesex County Sheriff Peter J. Koutoujian, the MA Department of Correction (DOC), the MA Executive Office of Health and Human Services (EOHHS), the MA Office of Medicaid, and the MA Sheriffs Association (MSA). They had requested assistance with stakeholder engagement and education around the opportunities presented by the Affordable Care Act, Medicaid expansion and its impact on the state’s criminal justice system, as well as the implementation of Medicaid suspension statewide. NCJA staff put together a planning group over the summer, which included staff from National Institute of Corrections, EOPSS, Sheriff Koutoujian’s office, EOHHS. MassHealth, and the MSA. The planning team spent the next three months outlining content, securing meeting space and recruiting speakers from across the government, non-profit and private sectors. The one-day summit was held on November 19, 2015 at DOC headquarters in Milford, MA had more than 100 attendees. The meeting featured local and national experts highlighting the expansion of health care opportunities for offenders, including Medicaid enrollment and suspension of benefits during incarceration. The morning program began with a national focus, gradually moving towards a discussion on Massachusetts in the afternoon.
