Founding State Recruitment and Engagement
In May, staff from the CSG Justice Center expanded their awareness, recruiting, and onboarding efforts across Justice Counts Founding and potential sites. By the end of the month, 34 agencies across the country had established accounts on Justice Counts Publisher and of those, 10 shared data for at least 1 metric. These efforts included a site visit to Ohio as well as virtual recruitment and onboarding sessions. Recruiting efforts to find the last few Founding sites continued, with calls to stakeholders in Alaska, California, Kansas, Massachusetts, Pennsylvania, and Washington. Howard County, Indiana, received approval as the seventh Justice Counts Founding site as a result of efforts by CSG Justice Center staff who met virtually and in person with stakeholders across the state. In addition to recruitment efforts in Howard County, Cass County Court Services opted in to Justice Counts and participated in their first onboarding session. CSG Justice Center staff also met with the Montana Board of Crime Control, the Montana Department of Corrections, and the New Mexico Department of Public Safety, who opted in to Justice Counts.
CSG Justice Center staff traveled to Ohio for a site visit in May. During that visit, staff presented to the Licking County Local Correctional Planning Board and the Ohio Chief Probation Officers Association, had an onboarding session with OhioÕs Community Based Corrections Facility, and met with representatives from the Fairfield County SheriffÕs Office, the Licking County ProsecutorÕs Office, the Delaware County Public Defender's Office, the Delaware Police Department, and the Delaware County Adult Probation Agency. Throughout the month, the team also met virtually with the Monday Community Corrections Institution, the Hamilton County SheriffÕs Office and Office of Reentry, the Montgomery County Criminal Justice Coordinating Council, the Cleveland Foundation, the Cleveland Municipal Probation Chief, the Delaware County Public DefenderÕs Office, the Licking County Common Pleas Court, and the Ohio Office of Criminal Justice Services. Staff from the CSG Justice Center and Recidiviz also conducted onboarding sessions with the Eastern Ohio Corrections Center, the Columbus City AttorneyÕs Office, and the Franklin County Clerk of Court. The Franklin County Municipal Court configured some of their metrics in Publisher and were able to enter data for the past year, along with the Franklin County ProsecutorÕs Office. Lastly, the Delaware County Board of Commissioners and the Lucas County Criminal Justice Coordinating Council opted in to Justice Counts.
The Ohio Criminal Justice Services team from OhioÕs Department of Public Safety became the first agency to successfully use the Justice Counts Publisher bulk upload feature to share large quantities of metric data for multiple agencies without direct staff support._
In Iowa, staff from the CSG Justice Center met with the Iowa Department of Corrections Director, the Story County SheriffÕs Office, the Chief of Police from Marshalltown Police Department, and the Des Moines Police Department. The Iowa State University Police Department added data in Publisher and developed a Justice Counts report within their records management system to automatically generate the metrics that can be adopted by other agencies. Staff from the CSG Justice Center and Recidiviz conducted an onboarding session with the Polk County AttorneyÕs Office. Lastly, two agencies opted in to Justice Counts in IowaÑthe Polk County AttorneyÕs Office and the Marshalltown Police Department.
In Missouri, staff from the CSG Justice Center met with the Missouri Department of Corrections, the Missouri State Public Defenders, and the St. Louis Public DefenderÕs Office. Staff from the CSG Justice Center and Recidiviz conducted an onboarding session with the Missouri Department of Corrections.
Metrics Development
The Tier 2 metrics process also moved forward in May. CSG Justice Center staff and staff from Measures for Justice met to discuss the full slate of Tier 2 metrics and develop suggestions and questions for National Steering Committee and partner consideration. CSG Justice Center staff developed materials for National Steering Committee members and partners to use in the feedback process, along with a plan for outreach. CSG Justice Center staff also continued developing the Public Comment mechanism, which will be ready to launch once the subcommittees complete their review and reconciliation process.
Justice Counts Partners
In May, staff from the CSG Justice Center presented at the International Association of Chiefs of Police Technology Conference, conducted a roundtable discussion at the conference, and presented to the National GovernorÕs Association group of Criminal Justice Policy Advisors. The team also planned for future conference appearances with project partners including the National Legal Aid & Defenders Association, the American Probation and Parole Association, the National Conference of State Legislators, the National Criminal Justice Association, and presentations to the National Association of State Mental Health Program Directors and the National SheriffÕs Association. Staff from the CSG Justice Center submitted a proposal to present at the National Association of Pretrial Services Agencies conference and were invited to present at the International Association of Chiefs of Police annual conference. Lastly, the team continued to work with project partner the University of Cincinnati Corrections Institute to make state and local connections and continued conversations with Microsoft about opportunities to collaborate.
