In January, CSG Justice Center staff continued orienting and onboarding agencies to Justice Counts, with a total of eight onboarding sessions conducted. In Iowa, Justice Counts conducted four separate onboarding sessions; agencies included the Iowa Department of Corrections, Black Hawk County SheriffÕs Office, Marion County AttorneyÕs Office and Ames Police Department. We also received a total of 10 new agency opt-ins (3 additional opt-ins were submitted form the Franklin County Board of Commissioners as a gesture reflecting their support and endorsement) resulting from our site visit to Ohio in December and presentations to the Ohio Criminal Sentencing Commission and the Franklin County Criminal Justice Planning Board. An opt-in from Montana Department of Corrections was also received, making it the first opt-in for the state of Montana.

The Technical Implementation Guides were released to the public at the end of the month. Several partners featured the release in newsletters, tweets, and social media posts. Staff from Recidiviz are also working to incorporate the contents of the guides into the Justice Counts Publisher (a data-sharing platform for Justice Counts participants). CSG Justice Center staff previewed Publisher and had the opportunity to test out the tool and provide feedback. The last three subcommitteesÑCommunity Supervision, Prosecution and Courts, and Pretrial OperationsÑheld meetings in January. While six of the seven sector-specific subcommittees achieved consensus during one two-hour subcommittee meeting and recommended an initial slate of Tier 2 metrics, the Courts and Pretrial Operations subcommittee met for three separate two-hour meetings but was not able to reach consensus and could not recommend and initial slate of metrics.

In January 2023, CSG Justice Center staff worked with staff from project partner The National Center for State Courts (NCSC) to adjust the process for developing Tier 2 metrics for the Courts and Pretrial Operations sector. The goal of this collaboration with NCSC is to incorporate the voices of more judges and court administrators into the Tier 2 metric development process. The collaboration will include focus groups with judges and court administrators from across the country, as well as additional Courts and Pretrial Operations subcommittee conversations. The adjustment to the Tier 2 process will delay the reconciliation process originally scheduled to begin in January and will also delay the initiation of the public comment period originally scheduled to begin in February.

CSG Justice Center staff also conducted informal conversations with representatives from the six states that received implementation grants in anticipation of the official kickoff in February. Lastly, CSG Justice Center staff conducted screening and first round interviews with candidates for the open project manager position.
