The Resident Corrections Analysts (RCA) initiative launched with the posting of an announcement on BJA and CSG Justice Center websites. Simultaneously, a webpage went live on the CSG Justice CenterÕs website to serve as a promotional platform and informational hub about the initiative for DOC leaders. Both deliverables directed DOC leaders to fill out an interest form to request a corrections analyst placement and gave a deadline of Friday, April 21 to submit the form to be considered for the first round of placements. The CSG Justice Center received 27 applications from agencies around the country through this online interest form. CSG Justice Center staff found that four of these applications were ineligible due to being submitted either by a juvenile justice agency, a local law enforcement agency, or a local corrections agency. Additionally, one DOC submitted two applications for the same project. Therefore, 22 DOC applicants were eligible for this opportunity.
CSG Justice Center staff developed a scoring rubric to further evaluate the 22 applications and ultimately select 4Ð6 placement sites (3 year-long placements and 1Ð3 short-term placements). This rubric includes four main domains: support from DOC leadership and relevant stakeholders; project feasibility; data viability; and impact to the agency and the field. Each of these domains has 3 subdomains that are scored on a scale of 1Ð5. As DOCs submitted interest forms, CSG Justice Center staff scheduled 45-minute video meetings with each of them to ask a standardized set of questions to fill out the scoring rubric. In April, CSG Justice Center staff held 18 video meetings to learn more details about DOC needs and fill out these rubrics.
In addition, CSG Justice Center staff set up a subcontract with Arizona State University School of Criminology and Criminal Justice Center for Violence Prevention & Community Safety (ASU) to hire two graduate students to serve as analysts for full-year .80 FTE placements. That subcontract was finalized on April 28.
