Founding State Recruitment and Engagement

In June, staff from the CSG Justice Center expanded their awareness, recruiting, and onboarding efforts across Justice Counts Founding and potential sites. This effort included outreach to potential future Justice Counts sites in Pennsylvania, Washington, Florida, and Texas and continued connections in Ohio, Missouri, Iowa, Indiana, and New Mexico. Across Founding States, Justice Counts presentations at association and criminal justice council meetings have resulted in invitations to present or meet with local organizations or to present at statewide meetings. In Indiana, the team reached out to a statewide criminal justice association to explore the possibility of presenting at multiple upcoming regional and statewide conferences. Additionally, the first community supervision agency, from Howard County, Indiana, has fully configured their metrics in Justice Counts Publisher. Onboarding calls also continued in Iowa with the Marshalltown Police Department and the Iowa chief jail inspector. In New Mexico, the Law Office of the Public Defender opted in to Justice Counts, and CSG Justice Center staff conducted an exploratory call with the New Mexico Department of Public Safety and also met with the Administrative Office of the Courts.

CSG Justice Center staff engaged with several offices in Ohio including the Licking County Common Pleas Court, Hamilton County Adult Probation, Licking County Adult Probation, The Cleveland Foundation, Montgomery County Criminal Justice Council, the Ohio Department of Mental Health and Addiction Services, and a member of the Ohio Supreme Court, who opted in as a sign of support for the project. Staff from the CSG Justice Center and Recidiviz also conducted onboarding sessions with Lucas County Criminal Justice Coordinating Council, the Eastern Ohio Corrections Center, the Franklin County Court of Common Pleas Clerk’s Office, and the Franklin County Community Based Correctional Facility.

In Missouri, CSG Justice Center staff met with a judge from the 12th Judicial Circuit Court, the Kansas City Department of Public Safety, the St. Louis Freedom Community Center, and Missouri Association of Prosecuting Attorneys. CSG Justice Center and Recidiviz staff conducted onboarding calls with the Missouri Department of Corrections and the St. Louis Judicial Circuit Court.

CSG Justice Center staff also conducted a site visit in Michigan, including meetings with the Michigan Department of Corrections, the Michigan Legislatives Services Bureau, the Oakland County Sheriff, the Michigan Indigent Defense Commission, the Michigan House Criminal Justice Committee, the Criminal Justice Administrative Records System at the University of Michigan, the Washtenaw County Prosecutor, the State Appellate Defenders Office, Wayne State University, and the Michigan Attorney General.

Metrics Development

The Justice Counts team applied key lessons learned during the Tier 1 metrics development process to formally document the Tier 2 development process and engage with steering committee members and partners at more intentional touch points in the process. In June, CSG Justice Center staff reached out to members of the National Steering Committee and project partners to gather their feedback on the initial slate of Tier 2 metrics. National Steering Committee members and representatives from project partners all received materials to review, including a document that walked them through all proposed changes to the initial metrics, as well as a document outlining key high-level questions for discussion. Overall, staff from the CSG Justice Center spoke to 12 members of the National Steering Committee and 15 project partners and were able to compile their feedback into a series of recommendations that will be provided to the subcommittees. Additionally, subcommittee members received the first direct outreach about this reconciliation work, including a scheduling poll for them to complete in preparation for August subcommittee meetings.

Justice Counts Partners

In June, CSG Justice Center staff presented to the America Council of Chief Defenders convening at the National Legal Aid & Defenders Association conference where they made connections to offices across the country. Staff also presented to the National Association of State Mental Health Program Directors on the monthly “meet-me” call, with over 100 agencies in attendance. CSG Justice Center staff also presented to the National Sheriffs Association, where they were able to connect with law enforcement from several Justice Counts sites. Justice Counts was also invited to participate in a workshop and roundtable at the upcoming International Association of Chiefs of Police Annual Conference, which will host over 18,000 law enforcement professionals in October. In addition, the team also continued to work with project partners to develop deliverables such as short documents explaining the importance of Justice Counts metrics and their application in various settings.
