Priority Area 1: Facilitate a working group to finalize and implement administrative policy and practice changes identified during the Phase I process. Update: In January, CSG Justice Center staff facilitated two working group meetings with the selected members from each delivery system. In the introductory meeting on January 6, 2023, CSG Justice Center staff discussed the administrative recommendations from Phase I assessment reports in relation to the current policies of each delivery system. The group established key topics for the group to approach going forward, i.e., incentives grid, compliance credits, risk/needs assessment tools, establishing standards and definitions for improving supervision practices. In the second meeting on January 20, 2023, members reviewed CSG Justice Center administrative recommendations, from Phase I assessment reports, while mapping current administrative policies for each delivery system. Some of the policies reviewed included (1) motivational interviewing for staff; (2) case planning processes; (3) integration of Chronos into case planning; (4) collaborative case plans with programming; (5) training recommendations for staff pertaining to the Principles of Effective Intervention, including annual booster trainings; and (6) Yearly Performance Reviews with 6-month follow-ups. Priority Area 2: Assist the existing Court Services Tracking System (CSTS) data committee in developing a core set of supervision outcomes to measure supervision success across delivery systems. Update: CSG Justice Center staff attended the January CSTS data committee meeting on January 4, 2023. CSG Justice Center staff compiled a priority chart for supervision outcomes based on the previous list of supervision success measures. During the January CSTS data committee meeting, members focused mostly on how to effectively collect race and ethnicity data for people on supervision.Priority Area 3: Support the development and implementation of changes to Intensive Supervised Release (ISR). Update: In January, CSG Justice Center staff attended meetings of the ISR group and provided feedback and guidance to its members as they discussed and recommended changes to ISR. During the month’s initial meeting on January 6, 2023, the members of the ISR group focused on establishing peer support groups that further enhanced their overall objective of shifting their current culture of surveillance to that of supportive supervision. In the group’s second meeting on January 20, 2023, members discussed the initiation of peer focus groups and proceeded to discuss other project deliverables, such as staff training recommendations, rapport assessments, community partner education plans, equity review tool to enhance their diversity equity lens, resource mapping, and phases of supervision.
