E-mailed site on Feb 6th and March 5th to schedule a check-in call. On March 24th, site advised coach that someone from the site would be in touch to schedule a call. This site has resisted engagement with the PRC coach for the life of the grant.
PRC TTA coaching staff initiated outreach via e-mail correspondence to this grant site's designated point of contact to coordinate and schedule a conference call. A call was held on March 27, 2015 with the team for the purpose of identifying their training and technical assistance needs and determining how the PRC can best support this site's implementation of their grant. During this call, the PRC TA coaches reviewed the key program aspects of the grant and asked clarifying questions about site-specific priorities and implementation challenges. This needs assessment process will help the PRC TTA coaching staff to better understand the range of proposed activities and to identify core technical assistance needs shared across multiple sites. This process will also inform the development of a TTA plan for the BJA FY '14 PREA demonstration grant sites. The PRC TTA coaches also described the range of materials and support available to the agency.
Scheduled and held call with the grantee to introduce them to their designated PRC coach while providing quarterly outreach to the site for the purpose of check-in and progress monitoring.
Broward Sheriff’s Office December 16, 2016 Quarterly Coaching Update Attendees: Norma McGraw, Grants, Lt. Jason Eisenstein (PREA Coordinator) On December 15, 2016 the PREA Grant Coach, Peg Ritchie, conducted a quarterly phone call with the Broward County Sheriff’s Office (BSO) staff to discuss the updates on the Goals and Objectives for their grant. BSO attendees included Lt. Jason Eisenstein (PREA Coordinator) and Norma McGraw, Grants Coordinator. Lt. Eisenstein shared the status of the following personnel positions funded by the grant: PREA liaison specialist: This is a new hire position and still in process; they are having problems hiring someone that meets the background check. This position will focus on analytical processes related to PREA. Accountability Specialist: The hiring is in process and they hope to have this person aboard the first of the year; the signatures are all in place for the appointment. Deputy Sheriff Sergeant: Sergeant Nelson will be re-assigned into this position. Compliance Unit Commander: This position will be assigned in January. Objective Updates: Policy and Practice Reviews: They are still working on incorporating the Standards into Standard Operating Procedures (SOPs) and finalizing one specific PREA policy. They also want to assure that the Standards related to incidents can assist outside agencies as well. They have enhanced their Sexual Misconduct policy. Once all policies are complete to meet the Standards, the Nova Southeastern University, as grant funded contract partners, will review the policies related to the Standards. Staff Training: Once the policies are complete and signed off, including integrated into the Sheriff’s Policy manual, the staff training will occur which will support the current training staff receive on PREA. Database Integration: Currently incidents related to PREA are manually entered into their Jail Management System. They want to complete the integration so reports can be provided and there is a search function. They are going to review “pin mapping” software as an option to provide data on incidents. The Medical and Classification Screening Tools are currently part of the Jail Management System. We discussed the fact that the Screening Tools currently do not include all the factors required by PREA. I will follow up with a conference call that will include the Classification Officer, Darren Seeger and Lt. Eisenstein. We will discuss the gaps. Nova Southeastern University will do a formal review of the Risk Assessment Tool. Installation of Cameras: This objective is complete. Staffing Analysis: I again mentioned the Staffing Plan Webinar and guide by The Moss Group that is available to them. Lt. Eisenstein will ask Sgt. Nelson to join him in reviewing the Webinar. I told him the link is included in this weeks ‘PREA Updates. The Program Evaluation by the Criminal Justice Institute at Nova Southeastern University will include focus groups of officers, inmates and administrative staff. The other components include a review of their policies for compliance and a review of the Risk Assessment tool. The Nova Southeastern University will review the policies and SOPs once they are complete. Once the policies are complete and reviewed for finalization, the Staff will be trained. Database integration continues. The two risk assessment documents are a part of the Jail Management System (JMS). They are working on integration of incidents that are PREA related to reports can be provided and analyzed. Currently the incidents are manually entered into the JMS. They are reviewing "Pin Mapping Software" that could supplement data. All cameras have been installed. Staffing Analysis: Lt. Eisenstein and Sgt. Nelson will review TMG webinar and guide to assist them with a staffing plan. I reminded them that these resources are available to them. The Program Evaluation with the Criminal Justice Institute of Nova Southeastern University will include focus groups with inmates, administrators and officers. Nova will also evaluate their risk assessment tools, policies, and other relevant implementation factors.
11-5-15 The 24 page policy document is still being reviewed by their Legal Department; the next approval goes to the County legal Department for approval and then before the County Commissioners. The MOU with the Rape Crisis Center has been approved by their Department of Detention (Sheriff's Dept.) and now must go through the same approvals at the County Legal Department and the Board of Commissioners. They hope to hire the PREA Accountability Specialist soon; they have interviewed several candidates (background checks often pose a problem for finding candidates that qualify.) This position will track data, do "pin" mapping of incidents, provide additional PREA training and act as SME for PREA). Their staff training for PREA is continuous on a weekly basis as well as part of their Annual In Service; they are working on a bid with a web based learning company to develop their online Intranet training which will include a Power Point as well as evaluation questions at the end. They hope to have the bid out Oct.1 of 2016 in their budget cycle. The Program Evaluation contract with Novel SE University is on hold until the policies are approved; the contract will include a review of policies as well as their assessment tool and PREA readiness. Their Investigator's have been through PREA training at the local college; this position also tracks incident reports, grievances related to PREA as well as being the primary PREA Managers (Coordinators) along with Grievance Coordination. Data gathering is part of this role. One Investigator has recently received some additional PREA investigation training.
They will request TTA for a policy review in early 2016 from the Resource Center. They are still sorting out what policies belong the ine Department of Detention manuals versus the Sheriff's policy manual.

On March 3, 2016 the PREA Grant Coach, Peg Ritchie, conducted a quarterly phone call with the Broward County Sheriff’s Office (BSO) staff to discuss the updates on the Goals and Objectives for their grant. BSO attendees included Sgt. Nelson, Staci Gulett-Oyefesobi (Accountability Specialist for PREA) and Norma McGraw, Grants Coordinator.
Objective Updates:
Policy and Practice Reviews: They are still working on incorporating the Standards into Standard Operating Procedures (SOPs) and finalizing one specific PREA policy. Once all policies are complete to meet the Standards, the Nova Southeastern University, as a grant funded contract partner, will review the policies related to the Standards. Sgt. Nelson Indicated that the policies will soon be finalized but they are still working on updates that will need legal review. Staci says they are systemic policies for 5 jails, including the main jail, and that they may request TA from the PRC for review once the University finishes the review of the policies for PREA compliance. Once the policies and SOPs are reviewed, the next step will be to train staff. The MOU with the Sexual Assault Treatment Center of Broward County was sent to their lawyers for review and changes.
Nova SE Univ. is the contractor for their Program Evaluation (PREA Implementation). Staci indicated they have a meeting with Dr. Walker today and that the scope of work will begin a focus group of administrators: Lt Gibson, Gary Nelson, Health Manager, Staci and Dr. Walker. NOVA SE University will also review their training curriculum, risk assessment and Classification document. Norma indicated that the Classification manager will refine the Classification Tool to meet PREA compliance (5 jails to integrate SOPs with). I will forward examples of risk tools and instruments from other Grantees that were represented on the recent Web Meeting. The University will also review their final policies.
Accountability Specialist: Staci Gullett-Oyerfesobi was hired and began her work on January 11, 2016 as the Accountability Specialist position funded by the grant. Her role encompasses the same responsibilities as a PREA Coordinator. She indicated that finalizing the SOPs was her greatest challenge right now.
Database activity: Staci is meeting with Information Technology (IT) staff this week as she continues her work with the pre-audit instrument. The IT staff in collaboration with Staci will determine if they integrate PREA tracking into their Access data base now or develop a web based module. Stg. Nelson indicated that the jail is reviewing two different Microsoft programs now (Expression or Microsoft Dashboard). Either software will enhance their capabilities.
Cameras: they have completed the installation of new cameras for blind spots and have upgraded their camera systems in general. St. Nelson indicated that the cameras are assisting with incident investigations including PREA related incidents. He indicated that some jail staff still resist so many cameras viewing their day to day operations, however, he mentioned that this is a change for many of the staff and they are finally accepting this change. Monitors are located on each unit within the control rooms as well as located in towers where staff can continue monitoring.
Other updates:
Risk Tool/Screening Instrument can be integrated with medical and mental health screens. Staci will be meeting with medical and mental health staff this week. Sgt. Nelson attended the Web Meeting on risk tools and instruments. He found the information enlightening and indicated this information is new to him. He indicated that he and Staci are working side by side as they walk through the PREA implementation process. Sgt. Marshall is assisting them as well.
Norma McGraw mentioned that she was unable to attend and requested that the Web Meeting recording be sent to her and Staci. The link was sent by myself this same date along with examples of numerous Risk/Assessment Instrument from other grantees that were part of the Web Meeting. Norma indicated that she would like to share this information with the medical and mental health staff. She wants to ensure that information is included in their Dashboard so they can capture statistics.
What is working well? What are challenges? Norma was in contact with their DOJ project monitor and indicated that they would apply for an extension of the grant so they can complete all objectives. The DOJ project monitor advised them to apply for the extension close to the fiscal end of the grant and request to extend the grant up to 3 months which would be through December of 2016. A major challenge was the hiring the Accountability Specialist. They indicated that now that Staci is aboard, she is attending training and is very motivated to accomplish the implementation of PREA. She has developed a list of accomplishments and deadlines. She has reviewed the grant objectives and is meeting with internal and external Departments. Another major challenge is to ensure NOVA University gets onboard in a timely manner. The contract is being reviewed with Nova’s attorneys. The MOU with the advocacy group is under legal review as well. They hope to have the MOU and contracts signed this month. The data base is a challenge to get IT Department to combine systems and/or capture information and outcome reports. Sgt. Nelson indicated that Staci is very diligent, a smart employee and is doing a great job. He feels that they are on track now with improvements and Standard compliance; he is positive but realistic and thinks that they will make the deadlines by end of December.
Next 3 months focus areas: Data base, MOU’s, and contracts.
Norma indicated that the PREA resource center and coaches provide us good information and guidance. Accreditation issues compound PREA implementation also.
How can PRC assist in Coaching? Staci is working on the pre-audit right and will contact the Coach as needed. She asked for links to the Inmate Education videos and the information in different languages. These links were sent by the coach this date.

Objective Updates:
Policy and Practice Reviews and Staff Training
The final over all PREA policy is still being reviewed by the Legal Office of the Sheriff’s Department. Nova Southeastern University will begin their review once the legal department has completed their final updates. This overall PREA policy is for all five of their jails. They have trained staff on the PREA Standards and numerous local operational procedures; they provide any updates to staff as changes are made. Once the overall policy on “Zero Tolerance” is completed staff will be trained on any gaps.
MOU with Sexual Assault Treatment Center
The MOU with the Sexual Assault Treatment Center of Broward County was sent to their lawyers for final review and approval. The Sheriff’s Department and County Commissioner’s legal staff are now completing their final approval. They don’t expect the final approval from the County Commissioners, due to summer vacation, to be completed until early August. The Sexual Assault Treatment Center currently provides staff to come into the jails for counseling and investigations if there are PREA incidents. The jails provide an external hotline for inmate reporting.
Program Evaluation
Nova South Eastern University (NSEU) is the contractor for their Program Evaluation (PREA Implementation). The contract has been signed and they are moving forward. Staci indicated that Dr. Walker is currently working with databases. Dr. Walker will also review their training curriculum, risk assessment and Classification documents once they are all completed. NSEU has implemented a pre and post-test for staff training to evaluate staff knowledge and determine any gaps for re-training. NSEU is also reviewing existing data bases for future prevention and planning needs related to PREA implementation. They will use the data base from a new software to assess outcomes. There is continued work with the Classification staff to integrate PREA related data tracking.
Database activity
Staci continues to meet with Information Technology (IT) as they continues work with the pre-audit instrument. They have implemented a web-based software for data tracking. They are working on mock audits for all 5 jails and hope to begin formal audits in November, 2016.
They have integrated the medical and mental health screens in the Access database for tracking PREA-related incidents and tracking.
What is working well? What are challenges?
They will submit a GAN after their “desk review” in June and request a twelve month extension of the grant. They have enough personnel funds ($99,000.) to keep the Accountability Specialist position filled for an additional year. If approved, this will help them demonstrate success with their implementation.
The data base continues to be a challenge as the IT Department combines systems and/or captures information for outcome reports.
Staffing Analysis
They have not started the process of developing a comprehensive Staffing Analysis. The Coach referred them to the National Institute of Corrections for a Staffing Analysis Guide and will provide electronic links to that document as well as other resources.
Next 3 months focus areas
PREA mock audits in preparation for November, 2016. (5 jails). A major challenge is to get final legal approvals for the overall PREA Policy and the MOU with the local Sexual Assault Treatment Center.
They indicated that the recent PREA related incidents were related to inmate’s getting into debt with other inmates resulting in sexual harassment issues as well as staff manipulations related to inmate “debts” resulting in sexual harassment.

On August, 18, 2016 the PREA Grant Coach, Peg Ritchie, conducted a quarterly phone call with the Broward County Sheriff’s Office (BSO) staff to discuss the updates on the Goals and Objectives for the Broward Sheriff’s Department grant.

Policy and Practice Reviews and Staff Training
The final PREA policy is still being reviewed by the Legal Office of the Sheriff’s Department.
MOU with Sexual Assault Treatment Center
The MOU with the Sexual Assault Treatment Center of Broward County has been approved.
Program Evaluation
Nova South Eastern University (NSEU) is the contractor for their Program Evaluation (PREA Implementation). Staci indicated that Dr. Walker is currently working with databases, curriculum review, risk assessment and classification documents. NSEU has implemented a pre and post-test for staff training to evaluate staff knowledge and determine any gaps for re-training. They will use the data from the new AIMS software to assess outcomes.
What is working well?
They submitted a GAN in June, 2016 and the GAN was approved for an extension through March, 2017. They will continue to focus on auditing the facility in October or November of 2016.
Staffing Analysis
Dr. Walker’s scope of work includes the staffing analysis. The staffing analysis has not been completed to date. The coach reminded Staci that NIC has a Staffing Analysis Guide that could be helpful to Dr. Walker.
Next 3 Months
Staci will check with their security Captain to ascertain if the Investigator training has been complete. The coach reminded her that there is an e-learning course for Investigators on the NIC website and PRC has a full curriculum for Investigator Training.
Preparation for the audits will continue.
Dr. Walker will join us for the next conference call in late November, of 2016.
