In January 2023, the CJI team was made aware that many policies from the previous year’s JRI effort would be re-introduced in the legislature in LB50, filed by the new chair of the Judiciary Committee, Senator Wayne. The General Counsel for the Judiciary Committee reached out to CJI, to gauge the CJI’s ability to provide education and data support to Senator Wayne for the JRI policies that would be reintroduced. On March 20th, CJI staff met with Senator Wayne to go through the data that had been presented to the Working Group in 2021, the policy recommendations, and supporting research and data. Lastly, CJI walked through the overall projection model for the 2021 legislation, LB920, which had not passed the prior year and the individual impacts of each policy. Throughout legislative session, CJI communicated with Senator Wayne and his staff to provide updated projections and data analysis as policies in LB50 were negotiated.
Upon deciding to re-engage in Nebraska to support the JRI policies, CJI initiated efforts to educate legislators about the data from the 2021 JRI Working Group. This involved the creation of various 1-pagers and a section-by-section document of LB50, and meeting with legislators to answer questions. CJI staff traveled to Lincoln, Nebraska on May 9-11 to meet with legislators to provide this support. The bill ultimately passed through the final reading of legislature on June 1st with a vote of 35-15, and was signed by the Governor on June 6th.
