PRC TTA coaching staff initiated outreach via e-mail correspondence to this grant site's designated point of contact to coordinate and schedule a conference call. A call was held on March 27, 2015 with the Virginia DOC team for the purpose of identifying their training and technical assistance needs and determining how the PRC can best support this site's implementation of their grant. During this call, the PRC TA coaches reviewed the key program aspects of the grant and asked clarifying questions about site-specific priorities and implementation challenges. This needs assessment process will help the PRC TTA coaching staff to better understand the range of proposed activities and to identify core technical assistance needs shared across multiple sites. This process will also inform the development of a TTA plan for the BJA FY '14 PREA demonstration grant sites. The PRC TTA coaches also described the range of materials and support available to the agency.
This is a BJA demo grant site. The grant will be used to develop a peer education pilot and to work on enhancing the culture within the agency's facilities toward a pro reporting culture.
Note: The initial point of contact Joseph Park left the agency in May and only after trying to reach him for the past 2 1/2 weeks did I finally reach Elizabeth Thornton the person that I had communicated with on prior PREA related issues was I able to identify the new point of contact. Rose Durbin.
The facility is working with JDI to collect observations from both offenders and staff specific to facility culture around PREA. JDI is working on a peer education program for the agency and will be selecting peer educators in the near future to pilot the program.
The grant project leadership has also indicated that they will be doing a Mock Audit to test their readiness for an official audit. A BJA project report has been recently submitted to BJA.
The facility is working with JDI as the Contractor with specific objectives within the grant.
I spoke with Cynthia Totten this morning. She provided me with updates with some of the program components within the grant. Peer Education Program: Have been in the selection process of the Peer Educators. Currently reviewing the various pieces of curriculum related to PREA. Planning on doing Mock Audits later this year.
JDI has on the major goals of the grant during this period and believes that they are making good progress.
Peer Education Program: JDI has trained peer educators at 3 facilities and will be initiating the program this month (May).
Mock Audits: The agency has identified 5 facilities for mock audits. They are using the mock audits between their official audits so that key staff at the facilities maintain their focus on PREA.
Staff Training: JDI has created a curriculum that the agency will use during their refresher training going forward.
NOTE: Cynthia believes that the agency will be requesting a no cost extension so that they will have sufficient time to insure the program elements of the grant are institutionalized going forward.
Good progress is being made with each of the major goals in the grant.
Peer Ed. program- Program is up and running at 1 of the 3 pilot sites with the second site soon to start and with the 3rd site to start this summer. JDI is preparing to conduct 3 mock audits the summer with facilities that have already pass their audits and now are mid way toward their next audit. JDI will soon begin developing curriculum with updates for staff training that will begin in the fall. It sounds like this site will be asking for a no cost extension soon.
Peer Education program at Haynesville Correctional Center is progressing well. The grant funded mock audit is underway at Deerfield Correctional Center. There will be 2 additional mock audits done in the next few weeks. The cultural survey being completed by staff will inform revisions of the training curriculum. The agency will be seeking a 12 no cost extension from DOJ.
