Community Mental Health Authority of Clinton, Eaton, Ingham Counties (CEICMH) also known as House of Commons, located at 812 East Jolly Rd Lansing, Michigan 48910. CEICMH is an all-male facility with a capacity rating of 40, and residents range from 18-55+ years of age. Pre-pandemic the facility on average would have 35 residents. Currently the facility has 16 residents but they anticipate the population to steadily increase back to 35. CEICMH has a contract with Michigan Office of Community Corrections (OCC). Half the residents are OCC while the remaining have no criminal justice affiliation. Residents on average stay 90 days but OCC residents can stay for up to five months. There are 11 core staff ranging from clerical, peer support, medical, case managers, and therapists. The facility has yet to have a PREA audit. Their goal is to be audited within this audit cycle.
CEICMH ? House of Commons requested PREA standard coaching and how to prepare for an audit technical assistance (TA). The Director of Integrated Treatment & Recovery Services KC Brown requested the TA because CEICMH/House of Common?s has a contract with the OCC which require the facility to be in PREA compliance. CEICMH is requesting to be educated on how to operationalize the community confinement PREA standards, and how to prepare for a PREA compliance audit. The TA deliverables will include:
? Pinpoint a CEICMH/House of Commons PREA coordinator (PC), PREA Team, and other staff members who are best suited to assist in PREA audit preparation;
? Train and coach staff to increase their understanding and knowledge of the community confinement PREA standards and the PREA audit methodology;
? Identify the relevant audit resources such as the Pre-Audit Questionnaire (PAQ), FAQs (interpretive guidance), SIFs, Final Rule, and other relevant PREA audit resources and tools offered by the PREA Resource Center.
? Provide PREA implementation strategies and guidance on how to apply and become in compliance with the community confinement PREA standards;
? Explain the PREA audit process to includes the audit phases, methodology, audit educational resources, and introduction to the Online Audit System (OAS).
? The provider will develop a final report and submit the NTTAC report after the TA is completed.
