The Los Angeles Police Department operates six (6) temporary holding facilities across the City
of Los Angeles. The previous PREA Coordinator retired, and Sgt. Meredith Cline is the new PREA
Coordinator, assigned as a collateral duty. Sgt. Cline has 27 years with LAPD, but is relatively
new to PREA and the standard requirements. She is committed to keeping the people in LAPD
custody safe and seeks to understand the PREA standards and their operationalization in a
lockup setting.
JDI will meet virtually with Ms. Cline twice per month from September through December 2022
for up to two hours each to familiarize her with the PREA standards, establish goals for
implementation, review audit requirements, and familiarize her with all of the tools and
resources offered by the PREA Resource Center. Each meeting will focus on a specific set of
standards and Ms. Cline can invite relevant staff to join the discussion.
JDI Senior Program Director Jessica Seipel will be the primary JDI staff to meet with Ms. Cline.
Ms. Seipel is in the process of completing her DOJ auditor certification and very knowledgeable
about the PREA standards and their implementation. National Program Director, Tara Graham,
will support Ms. Seipel, and will join meetings as needed.
JDI staff will focus on the following sets of standards:

? Screening
? Reporting and investigations
? Agency response
? Medical and mental health
? Incident reviews
