The CJI team conducted a comprehensive system assessment of the Oklahoma criminal justice system, with a specific focus on the jail systems. The quantitative analysis portion of this assessment included a review of publicly available jail data as well as the collection and analysis of data from county jails across the state. The CJI team met with a variety of jail administrators from dozens of counties. Five counties, including Comanche, Oklahoma, Woods, Harmon, and Sequoyah signed Memorandums of Understanding (MOUs), which provided CJI with permission to begin the data extraction and collection process from those jails. A sixth county, Rogers County, also agreed to participate. CJI analyzed and compiled admissions trends using the data from all six counties; following these analyses, CJI reviewed the data with staff from the counties, to confirm that there were no glaring discrepancies. In addition, CJI analyzed statewide crime trends from OSBI, evaluated jail data from the NYU Jails Initiative from additional Oklahoma counties, and scraped jail data from sheriff's websites for counties not represented in the six county sample or NYU Jails Initiative. The team included an overview of publicly available jail data and general crime trends in the materials presented to the task force in the August 3rd introductory presentation. The admissions data collected from the six counties as well the data received through the NYU Jails Initiative and data scraping were included in the materials drafted for the first data drivers presentation to the task force in September.
