Analysis Area 1: Examine state and county criminal justice investments over time to assess how the state’s spending aligns with public safety priorities.
Update: In May, CSG Justice Center staff continued to facilitate conversations on the proposed funding formula, including providing information on the formula to legislators and Minnesota Management and Budget staff.
Minnesota’s legislative session ended in May without the passage of a public safety omnibus bill that would have included JRI priorities in addition to several other provisions related to law enforcement, victim services, public defense, and public safety data collection and sharing. Final negotiations on the bill did include some discussion of JRI but the negotiations were primarily focused on a disagreement between the House and Senate positions on community-based violence intervention funding. There is the potential for a special session this summer; however, it is unlikely that it will address public safety if negotiations remain stalled.
Analysis Area 2: (A) Assess the availability of treatment, programming, and other community resources to improve supervision outcomes throughout Minnesota. (B) Assess the types of programming and treatment available to people in the criminal justice system through prisons and other correctional facilities.
Update: The JRI recommended funding increase for community supervision included in both the House and Senate omnibus bills would have provided necessary funding to increase service access and connection across the state. Unfortunately, Minnesota’s legislative session ended in May without the passage of an omnibus bill and, subsequently, without the anticipated increase in community supervision funding.
Update: In May, CSG Justice Center staff continued to meet with key stakeholders, including legislators and their staff, to advise on the policy priority areas identified by the Governor’s Council on Justice Reinvestment in February and included in HF 4608, the House public safety policy and budget omnibus bill.

Other Updates:
Despite JRI legislation not passing this session, state and county stakeholders expressed their commitment to continuing to push JRI priorities forward administratively and legislatively in the future. The three supervision delivery systems have agreed to come together regardless of legislation and accomplish several JRI recommendations related to improving supervision practices administratively. There are also initial conversations about potentially engaging legislators during the interim in preparation for another effort at changing the state’s supervision formula next session.
In May, CSG Justice Center staff also completed and published a project overview detailing initial findings from Minnesota’s JRI process, as well as the addendum to the Governor’s Council on Justice Reinvestment February 1 report. CSG Justice Center staff began working on a Phase I final report.
