Analysis Area 1: Examine state and county criminal justice investments over time to assess how the state’s spending aligns with public safety priorities.
Update: In April, CSG Justice Center staff continued to facilitate conversations with key stakeholders to build consensus on the new funding model developed through the state’s JRI process included in the House public safety policy and budget omnibus bill, HF 4608.

This month, HF 4608 passed the House 68-61 and the Senate companion bill, SF 2673, passed the Senate 48-19. Based on a prior agreement between the legislators on the council, the Senate legislation includes the recommended funding increase for community supervision, and the House legislation includes the new funding model. Both bills were passed along party lines driven by omnibus provisions unrelated to JRI. No objections were raised about the JRI recommendations included in either bill during the floor debates.

Analysis Area 2: (A) Assess the availability of treatment, programming, and other community resources to improve supervision outcomes throughout Minnesota. (B) Assess the types of programming and treatment available to people in the criminal justice system through prisons and other correctional facilities.
Update: No update.

Analysis Area 3: Assess the fidelity of supervision practices (e.g., supervision levels by assessed risk; conditions of supervision most likely to increase successful outcomes and reduce recidivism, revocation, rearrest, or reincarceration).
Update: In April, CSG Justice Center continued to meet with key stakeholders, including legislators and their staff, to build consensus around the policy priority areas identified by the Governor’s Council on Justice Reinvestment in February and included in HF 4608, the House public safety policy and budget omnibus bill.

This month, HF 4608 passed the House 68-61 and the Senate companion bill, SF2673, passed the Senate 48-19. The Senate bill included increased funding for community supervision recommended through the JRI process, but not the accompanying supervision policy changes that are in HF 4608. Other Updates:

CSG Justice Center staff are working on several deliverables including the project overview; an addendum to the report that was submitted to the governor on February 1, 2022, that outlines the priority recommendations; and the final report.
