CSG Justice Center staff conducted a TA consultation with the Beaver County grant team, the District Attorney for Beaver County, and the Association of Prosecuting Attorneys to discuss options for enhancing the county's diversion programming. The Association of Prosecuting Attorneys led a consultation with the District Attorney regarding the current diversion efforts in the county around charges for substances and the success they have seen. The discussion focused on enhancing diversion efforts in the county and how can the District's Attorney's Office play a critical role. An area the grant team and DA's office identified for more diversion options is the court of common pleas to help divert individuals out of who may not have been identified initially as having a mental health condition. The behavioral health partner for the grant has a routine presence and collaboration with the jail and the DA is interested in building more capacity to identify high utilizers earlier in the process with mental health needs. The APA provided examples of other prosecutor led diversion efforts in the country and emphasized early screening and identification including the difference between deflection and diversion. A portion of the consultation was exploratory and some next steps were identified, including that the CSG Justice Center and APA will coordinate a resource packet to send to the District Attorney. The grant team and the District Attorney's Office will connect with others in the process (Defense Attorney, Magistrates, etc.) to discuss the people in custody that could benefit from diversion to treatment. CSG Justice Center staff will determine if a follow up consultation would be helpful.
