CJI's development of a site selection strategy and the related materials to promote a competitive site selection process in line with BJA priorities to select a diverse set of departments of corrections (DOCs) contributes to the goals of this grant.
CJI designed its site selection strategy to identify DOCs to receive support and assistance in implementing restrictive housing reforms. CJI drafted the site selection strategy that included a description of the opportunity for technical assistance for the announcement, the number of sites to be selected, the dissemination plan to announce the opportunity to state correctional agencies, a timeline for implementation assistance, and additional requirements, such as the formation of an agency implementation team, participation in a national convening, and sharing of implementation tools and resources developed throughout the project. The strategy also outlined who will participate in the review of applications, a scoring scheme, and how the review will be conducted. BJA approved the site selection strategy.
CJI created site application packets including a description of the technical assistance, a 50-state email distribution list to which to send the technical assistance announcement and application, a document with a timeline and expectations for the selected departments. CJI developed a brief, but comprehensive, application to ensure CJI has sufficient information to submit its site selection recommendations to BJA. CJI created a site selection review form so that the review team can assess the applications objectively using specified criteria. There are two deliverables associated with this activity. The first is the document containing site selection criteria and application questions (Site selection criteria and application questions deliverable). The second is the site selection review form. CJI created Word and online versions of the application for technical assistance, and Word and online versions of a rating form for CJI staff and consultants to review applications (Site ratings form deliverable).
CJI created a web post to announce the restrictive housing technical assistance opportunity. Once approved by BJA, CJI posted the announcement on its website the same day (June 6, 2022), as it also emailed the 50-state email distribution list, the announcement and application. Seven DOCs applied for technical assistance. One county also applied.
The need addressed with this activity is the selection of four DOCs to participate in the program. The four sites that will be selected will develop new relationships with each other and with CJI, ACJI, and BJA. The intended outcome of this activity is to select the sites to participate in the Restrictive Housing Reform Implementation Assistance Program.
Four states were selected on July 21, 2022 during a meeting with BJA--Illinois, Pennsylvania, Iowa and Montana. BJA agreed with the selection of 4 states and approved them on August 9, 2022.
