Analysis Area 1: Examine state and county criminal justice investments over time to assess how the state’s spending aligns with public safety priorities.
Update: In October, CSG Justice Center staff learned that Minnesota spends the lowest proportion of state general funds on corrections compared to all other states. CSG Justice Center staff also reviewed the funding mechanisms of other states with county-based probation and pulled examples of alternative funding structures to share with the Delivery System Standards and Funding Working Group. CSG Justice Center staff found that Oregon’s workload-based model is one that Minnesota’s state leaders should examine further.

Analysis Area 2: (A) Assess the availability of treatment, programming, and other community resources to improve supervision outcomes throughout Minnesota. (B) Assess the types of programming and treatment available to people in the criminal justice system through prisons and other correctional facilities.

Update: In October, CSG Justice Center staff assessed the mental health and substance use treatment services available in multiple counties in the DOC system—Beltrami, Carver, Clay, and Wright—and observed a range of differing services available in each county. CSG Justice Center staff also met staff from Policy Research Associates to plan for a virtual behavioral health summit in January. Finally, CSG Justice Center staff met with Sue Abderholden (NAMI Executive Director) to better understand the behavioral health needs of people on probation and current gaps in the system.

Analysis Area 3: Assess the fidelity of supervision practices (e.g., supervision levels by assessed risk; conditions of supervision most likely to increase successful outcomes and reduce recidivism, revocation, rearrest, or reincarceration).
Update: In October, CSG Justice Center staff assessed four agencies in the DOC system—Beltrami, Carver, Clay, and Wright. The assessment included meetings with directors and managers in each county to discuss the agency’s philosophies and policies, quality assurance practices, and the training available to staff. Meetings with supervision officers and clients were conducted to identify how risk and needs are assessed in each county, contact standards, implementation practices for evidence-based supervision, client satisfaction, and the outcomes of supervision.

CSG Justice Center staff continue to draft the project overview report, which identifies the scope of work for the project. CSG Justice Center staff are preparing for the next meeting of the Delivery System Working Group on November 18, 2021.

Research Monthly Status
This month, CSG Justice Center research staff focused on cleaning and analyzing probation, pretrial, and supervised release data. Staff used this data analyses to determine main takeaways and create a slide deck for the November presentation to the Delivery System Working Group. Additionally, research staff examined socioeconomic, demographic, and crime trends by delivery system type. Staff examined results from a judicial survey and participated in the qualitative supervision assessment.

• 10/15: CSG Justice Center staff analyzed probation data, exploring probation terms by offense level, offense type, risk level, demographic factors, and supervision agency.
• 10/22: CSG Justice Center staff analyzed supervised data, exploring supervised release terms by level of supervision, risk level, demographic factors, and supervision agency.
• 10/25: CSG Justice Center staff analyzed pretrial supervision data, exploring pretrial supervision terms by offense level, offense type, risk level, demographic factors, and supervision agency.
• 10/29: CSG Justice Center staff began to analyze data from a judicial survey sent to all judges across the state. The survey remained open through the end of this reporting period but 1/3 had responded as of the end of the month.
