Analysis Area 1: Examine state and county criminal justice investments over time to assess how the state’s spending aligns with public safety priorities.
Update: Upon initial analysis of appropriation documents, CSG Justice Center staff found that between FY2015 and FY2019, state spending on prisons increased 13 percent, from $377 million to $427 million, an increase of $50 million. At the same time, state funding to community services—which includes pass-through funding for counties that operate probation agencies—increased 12 percent, from $117 million to $130 million, an increase of $13 million. Most recently, between FY2019 and FY2021, state spending on prisons increased to $461 million, an 8 percent increase ($34 million), and state spending on community services increased to $134 million, a 3 percent increase ($4 million).
Analysis Area 2: (A) Assess the availability of treatment, programming, and other community resources to improve supervision outcomes throughout Minnesota. (B) Assess the types of programming and treatment available to people in the criminal justice system through prisons and other correctional facilities.

Update: CSG Justice Center staff assessed the mental health and substance use treatment services available in four counties in the CPO system—Grant, Itasca, Mower, and Wright. We observed a range of differing services available in each county. Grant County, for example, is in rural west, central Minnesota conducts most of its behavioral health assessment but must outsource for many of the behavioral health treatments and services. While virtual options helped with access to some programming, access to treatment is still limited within the county. Wright County, on the other hand, does not need to outsource for any of its behavioral health services. Integration of correctional cognitive behavioral therapy with mental and substance use treatment also varies significantly among the counties surveyed.

Analysis Area 3: Assess the fidelity of supervision practices (e.g., supervision levels by assessed risk; conditions of supervision most likely to increase successful outcomes and reduce recidivism, revocation, rearrest, or reincarceration).
Update: CSG Justice Center staff assessed four counties in the CPO system—Grant, Itasca, Mower, and Wright. The assessment included meetings with directors and managers in each county to discuss the agency’s philosophies and policies, quality assurance practices, and the training available to staff. Meetings with supervision officers and clients were conducted to identify how risk and needs are assessed in each county, contact standards, implementation practices for evidence-based supervision, client satisfaction, and the outcomes of supervision. Meetings with community providers were also included in the assessment to determine the programs, services, mental health, and substance use treatment available.

Other Updates:
The DOC and MN Governor’s Office are finalizing the members of the Delivery System Working Group and the Governor’s Council on Justice Reinvestment. The executive order to establish the council is in draft and should be released before the end of September. CSG Justice Center staff are finalizing the project overview, which identifies the scope of work for the project, and preparing other deliverables, including a PowerPoint presentation for the project launch.
