Priority Area 1: Reconvene the Justice Reinvestment II Working Group to monitor implementation and develop additional policy recommendations for improving post-prison treatment, services, and supervision.
Update: In December, CSG Justice Center staff executed Vermont’s final Justice Reinvestment II Working Group meeting. This presentation focused on a comprehensive overview of Justice Reinvestment II implementation and the working group’s 2022 legislative recommendations. To prepare, CSG Justice Center staff met with stakeholders to inform the discussion and recommendations that were shared during the presentation.
CSG Justice Center staff also facilitated the adoption of the working group’s 2022 recommendations for legislative action related to parole for older adults, the allocation of reinvestment funding, and racial equity in sentencing.
Priority Area 2: Implement presumptive parole, earned good time, and furlough status consolidation.
Update: In December, CSG Justice Center staff provided the working group with an overview of the implementation of presumptive parole, earned good time, and furlough status consolidation to date. This overview also included recommendations for ongoing implementation following the end of CSG Justice Center technical assistance.
Priority Area 3: Evaluate the current use of sanctions and incentives and recommend improvements to increase adherence to evidence-based practices.
Update: In December, CSG Justice Center staff provided the working group with an overview of DOC progress revising their sanction and incentive policies, as well as updating their data systems to better track sanction and incentive implementation. This overview includes recommendations for ongoing implementation after CSG Justice Center technical assistance.
Priority Area 4: Analyze current policy and practice to identify ways to improve assessment processes, care coordination, information sharing, and case management for people in the criminal justice system who have complex behavioral health issues.
Update: In December, CSG Justice Center staff updated the Justice Reinvestment II Working Group on the implementation progress of their 2020 and 2021 recommendations related to behavioral health, including the internal AHS Working Group, which paused their meetings to focus on the implementation of a DOC care coordination pilot. CSG Justice Center staff emphasized the importance of AHS continuing to focus on improving cross-department care coordination and information sharing for people on supervision with complex needs by fully implementing the working group’s recommendations.
CSG Justice Center staff also continued to work with the Alliance for Community Justice and Innovation (ACJI) and AHS leadership to prepare for the subaward-funded cross-department implementation and leadership training that will begin in January.
Priority Area 5: Increase criminal justice data collection and analysis capacity and establish outcome measures and regular data monitoring to track the implementation progress of Act 148.
Update: In December, CSG Justice Center staff utilized the most recent data monitoring report to present statewide criminal justice trend and Act 148 implementation data to the Justice Reinvestment II Working Group.
Priority Area 6: Assist in creating standards to examine the data collection, monitoring, and evaluation process, especially as it concerns disparate outcomes for different demographic groups.
Update: In December, CSG Justice Center staff presented on the results of the racial equity in analysis report to RDAP and completed a full draft of the accompanying analysis report.
