Priority Area 1: Reconvene the Justice Reinvestment II Working Group to monitor implementation and develop additional policy recommendations for improving post-prison treatment, services, and supervision.
Update: In September, CSG Justice Center staff prepared for the October 12 Justice Reinvestment II Working Group meeting.
Priority Area 2: Implement presumptive parole, earned good time, and furlough status consolidation.
Update: In September, CSG Justice Center staff continued to meet regularly with the DOC and Parole Board staff and leadership to discuss ongoing implementation. In addition, the Parole Board received their first subaward-funded training on the use of their new risk and need assessment tool and how to use results to inform the setting of conditions for people released on parole, including presumptive parole.
Priority Area 3: Evaluate the current use of sanctions and incentives and recommend improvements to increase adherence to evidence-based practices.
Update: No update.
Priority Area 4: Analyze current policy and practice to identify ways to improve assessment processes, care coordination, information sharing, and case management for people in the criminal justice system who have complex behavioral health issues.
Update: In September, Policy Research Associates continued supporting the AHS internal working group tasked with developing and implementing cross-agency care coordination improvements, including providing feedback on ways to improve data collection and how clients are identified for services. CSG Justice Center staff also met with AHS leadership and Alliance for Community and Justice Innovation to continue developing a subaward-funded training focused on improving cross-agency collaboration and implementation acumen. ACJI’s experience in the criminal justice field focuses on implementation of transformational, research-based principles, practices, and policies designed to innovate and bring about system change. ACJI services include training and coaching, research and evaluation, implementation support based on the fundamentals of implementation science, policy advisement, and organizational change facilitation.
Priority Area 5: Increase criminal justice data collection and analysis capacity and establish outcome measures and regular data monitoring to track the implementation progress of Act 148.
Update: In September, CSG Justice Center staff continued to work with the DOC to develop data for the December 14 wrap-up presentation including the development of proxy measures to use to monitor furlough returns until subaward OMS changes are complete.
Priority Area 6: Assist in creating standards to examine the data collection, monitoring, and evaluation process, especially as it concerns disparate outcomes for different demographic groups.
Update: In September, CSG Justice Center staff received criminal history data set from the Vermont Crime Information Center (VCIC) in XML format. The data is in the process of being cleaned, and the results will be presented at the November 17 working group presentation. Additionally, all other obtained data for quantitative analysis results have been reviewed and will be incorporated into the presentation.
The Racial Disparities in the Juvenile and Criminal Justice Advisory Panel (RDAP) met in September. The Bureau of Racial Justice Statistics has been renamed to Office of Justice Statistics. Members of the working group are still examining aspects of Act 65 which asks them to identify where to house the office, determine the extent the office should be staffed, and the scope of work. Members examined the Actionable Intelligence for Social Policy (AISP) toolkit on how to center racial equity throughout data integration, and they hope to use the information to further enhance their goals and the goals of the Office of Justice Statistics.
