Monthly Status:
The funding subcommittee met on August 6 and reviewed a proposal for the funding formula developed by CSG Justice Center and PCCD staff. The formula relies in equal parts upon two measures of the volume of people under supervision, with each weighted by a comparative measure of the challenges represented by the people under supervision. The two measures are (1) sentences to probation, including split sentences to probation, with the sentencing severity (OGS/PRS) index as a weight multiplier and (2) reported caseloads, with the risk index weight multiplier.
New Insights:
The addition of “split sentences” as part of “sentences to probation” in the formula tightens the gains/losses for counties and would slightly lower the GIA-increase request to the legislature to ensure reducing counties are held harmless; that figure goes from $19.3 million to $19.075 million
