This was the fourth session of the community of practice: Behavioral Health Criminal Case Processing: Exploring Person-Centered Justice in the Courts. This community of practice is being coordinated with the National Center for State Courts. This session focused on the participating teams sharing their progress towards implementing a data-driven policy change to improve case processing for people with behavioral health needs while participating in the learning collaborative. The group also discussed key takeaways of the learning collaborative and the next steps as follow up after the learning collaborative is complete.
The New Mexico team shared their progress towards creating a forensic navigator position in their court. The Judge has also been reviewing AOT statutes in the state and they are considering opening a wellness court also. The Fairfield County, OH team focused on improving the communication systems between the court, jail, and behavioral health provider in their jurisdiction. The OH team also made significant progress towards creating a case cost analysis tool to calculate the cost of an individual case that goes through the system from arrest to disposition as a tool to advocate for more funding for diversion options with stakeholders. The Chelsea, MA team made progress towards starting a mental health court in their jurisdiction and they were working on developing the program criteria, staffing, etc. The team from Clatsop County, OR focused on improving deflection, diversion, and dismissal opportunities for people with behavioral health needs. They were also focused on improving their mobile crisis systems and rapid access systems in their community. The session ended by discussing key takeaways from the learning collaborative, including a review of the 4 person-centered justice model and reiterated how to think more broadly about data, where data can be located, what to do with it, etc.
The facilitators offered to provide ongoing TA opportunities to the participating teams so they could continue to make progress towards their goals.
