Clackamas County encountered a number of new barriers to program continuation at current service levels. Multnomah County, adjacent to Clackamas County, discontinued their contract with Central City Concern (CCC, subrecipient). CCC also provided case management services to LEAD clients in Multnomah County. Multnomah County changed its service delivery model and now relies on social referrals. It no longer uses the LEAD model. Because CCC leveraged resources from both counties, our program sustained a financial impact. We also planned to expand the LEAD program and build long-term sustainability through the Metro Supportive Housing Services (SHS) Program. Voters passed a measure that created a new revenue stream dedicated to addressing the Portland Metro Area’s housing crisis. Clackamas County issued a RFP process to expand services and supports for people experiencing homelessness and community based organizations submitted proposals for SHS funding, including CCC. Unfortunately, our county was the only one that paused this effort and decided not move any proposals forward, including CCC’s proposal to support LEAD programming. We have amended our contract with CCC for another 9 months and reduced the contract amount. We are working to minimize reductions in services and requesting technical assistance to develop a sustainability plan.
