APPA staff, Nan Benally was invited to present a 75 minute plenary session. The emphasis of the summit was on building strong community partnerships and programs to enhance successful reentry and achieve recidivism reduction. The session was titled, "2021 Virtual Mat-Su Reentry Summit."
The adverse effects of prisoner re-entry havesignificantly impacted tribal communities. Statistical reports show half of all tribal reservations have unemployment higher than 50 percent. The majority also experience poverty rates of more than 40 percent. The criminal justice system has removed men and women from their communities leading to incarceration rates higher than the national average.Scott Tighe describes discrimination in the criminal justice system with the statement, “Of course we are crazy!”. This is how an anonymous female Native American, struggled to describe the discrimination and victimization of the American Indians and Alaska Natives who faced challenges with the constantly changing landscape of social justice and policy. This session will explore the historical traumas that affect generations of American Indians and Alaska Natives and how traditions of resilience may offer dynamic strategies in our tribal courts and mental health facilities. Furthermore, the need for enhanced data infrastructure is highlighted as an integral part of policy intervention necessary to document the scope and breadth of how far we’ve come and howmuch further we have to go moving forward with successful reentry.Learning Objectives: 1.Discuss historical trauma and provide an understanding of resilience as a dynamic process to guide policy solutions.2.Explain how addressing post-incarceration needsin a holistic manner requires augmenting the existing mental healthcare system in areas of co-occurring disorders.3.Outline strategies formulated within the Criminal Justice System by tribal courts to facilitate the process of successful re-entry and affirm the space for cultural competencies within those discussions.
