Throughout April, CSG Justice Center staff incorporated the feedback from MACCAC, MACPO, and AMC members to finalize the two-pager, “Protecting Investments in Community-Based Supervision.” This document formally outlines the policy recommendations developed by the 18-member working group to (1) improve the supervision system, (2) strengthen supervision practices, and (3) modernize supervision funding.
CSG Justice Center staff drafted a close-out memo that gives an overview of the technical assistance work conducted in Minnesota and the adjustments made to the project based on the changing fiscal outlook in Minnesota, which went from a deficit as a result of the pandemic in the fall of 2020 to a surplus by February 2021 after an infusion of federal funding.

To begin implementing the policy options recommended in the two-pager, each system is developing a white paper to define the attributes and requirements of an effective supervision system, focusing on how the state and counties can achieve that system together and identifying ways to balance local control with state support and collaboration. To create symmetry between each document, CSG Justice Center staff gave guidance on common elements and core principles that each white paper would address.

New Insights: Largely in response to the police-involved shootings in Minnesota over the past year, an omnibus public safety and criminal justice reform bill (HF1078/S970) is being considered in the Minnesota State legislature. The bill appropriates $2.7 billion to fund the Department of Public Safety and the Department of Corrections—a $137.4 million increase from the current biennium. The bill includes provisions to strengthen police accountability, permissible use of search warrants, and standards for the use of body-worn cameras. Several amendments have been considered in both the Minnesota Senate and House of Representatives. The final bill is expected to pass before the close of the legislative session in mid-May.
