In January, CSG Justice Center staff met with the working group twice. At the meeting on January 7, CSG Justice Center staff proposed three categories under which policy recommendations should be developed: improve the supervision system, strengthen supervision practices, and modernize supervision funding. The working group agreed to move forward with these categories and offered suggestions for the types of policies that could fall under each one.

At the working group meeting on January 14, CSG Justice Center staff unveiled a draft of their policy recommendations. DOC Commissioner also previewed for the working group a policy recommendation he’s putting forth to the legislature that would allow people who are incarcerated in state prisons to earn early release and transition onto community supervision. Following that meeting, CSG Justice Center staff facilitated various one-on-one meetings with working group members to solicit feedback on the policies.

New Insights: In January, CSG Justice Center staff learned that the Governor proposed to cut the community supervision budget by $1.6 million in FY2022 and $6.6 million in FY2023. The DOC will also see a $4.3 million reduction in operations and a $16 million reduction in facilities. In total, the DOC is bracing itself for a $28.5 million cut. While this is a significant cut, it’s much smaller than the $100 million originally projected.

The Commissioner has drafted earned incentive release legislation that he estimates will save the DOC $24 million over the next biennium, which would cover a significant portion of the expected cuts. Combined with the policies developed by CSG Justice Center staff, the earned incentive release legislation should address the immediate budgetary needs of the state while making long-term improvements to the community supervision system.
