On 1/20 Marisol emailed the COSSAP listserve: "We are in the process of trying to implement a Narcan/Naloxone Distribution Program at our local police department for our law enforcement officers to have at their disposal while on duty. If anyone could provide evidence, materials, documents, etc. anything that could help us convince our legal side that this effort is necessary and crucial for communities in the fight against opioid overdose that would be wonderful. Essentially, anything that helps us demonstrate and advocate how other communities and law enforcement agencies have made this possible would be great. One concern from our legal side is the liability of having officers with Narcan at their disposal and for some unavoidable reason to NOT be able to use it and save someone’s life. They would all be trained of course, but more so the concern is more about some external factors preventing them from doing so. If anyone has had similar hesitations brought up and any rebuttals on how we can get around this issue with a sound solution, that would also be very helpful." Hope at CHJ responded to Marisol's email to the COSSAP listserve and sent this question to CHJ's mentors in our diversion mentoring initiative and received several resources in return. 1. Illinois Good Samaritan Law (Lake County, IL) 2. PPD Naloxone Directive (Philadelphia, PA) 3. Arizona State Law: Good Samaritans and naloxone administration (Tucson, AZ) 13-3423. Medical assistance requests; prohibited prosecution of Good Samaritans; mitigating factor; definitions 36-2228. Administration of opioid antagonists; training; immunity; designation by director; definition BJA toolkit for law enforcement from BJA: Law Enforcement and Naloxone; Liability and Risk. Ben at CHJ also responded: As the TTA provider for first responders implementing deflection and outreach initiatives for individuals with an opioid use disorder, we encourage first responders including law enforcement to carry naloxone as a life saving intervention for individuals experiencing an overdose similar to other interventions employed by law enforcement such as CPR. There are a number of resources from the federal government speaking to the efficacy and benefit of making naloxone widely available including through the use of law enforcement. HHS' Substance Abuse and Mental Health Services Administration (SAMHSA) has resources on their website discussing naloxone including their publication the Opioid Overdose Prevention toolkit. You can find that here: https://www.samhsa.gov/medication-assisted-treatment/medications-counse… SAMHSA also released guidance last year on the use of naloxone by first responders during the pandemic. 2/3 Grantee send email to COSSAP IIR address: Good afternoon COAP/COSSAP Cohort, I am the acting coordinator of a COAP/COSSAP Grant we received in Reno, Nevada. We have been trying to implement an Overdose Outreach Program at our local police department. The goal is for our law enforcement officers to respond on site to overdoses with a mobile team (peer recovery specialist team) as well as setting up a secondary follow up response plan after the initial contact. The goal is to create a more community driven enforcement department while providing individuals in our community with resources, frequent contacts, recovery options, etc. I am reaching out to see how other communities and police departments have established such a team within their jurisdictions. Information on the logistics of how to implement such a program, operational procedures, MOU's, confidentiality concerns and how to address them, etc. would be helpful. Thank you in advance

2/8 CHJ reached out grantee to set up a call. 3/15 Grantee responded and call was scheduled for 3/18. Introduction and detailed conversation on community and what is happening in diversion program planning and present CHJ TTA services. Next call scheduled for 3.24. 3/23 Resources identified on 3/18 call sent to grantee. Including MOUs, ROIs, webinar on officer buy-in.

3/24 Follow-up call from 3/18 to discuss resources and grantee needs. Discuss data sharing protocols including MOUs and getting client consent to participate in outreach at initial contact. Discussed reengaging stakeholders, like Fire and EMS to begin program rollout and increase knowledge of overdoses in the community. Discussed eliminating barriers to treatment access, such as transportation. Grantee has a call with their program 3/30 and will follow up with us afterwards. Discussed the potential for CHJ to attend a call in the future for an introduction to the premise of first responder diversion and our TA offerings. No action needed at this time. CHJ will follow up April 5th.
