Michigan State University, School of Criminal Justice (MSU) received the 2018 award for Category 1 Project Safe Neighborhoods (PSN) Training and Technical Assistance (TTA) provider. MSU will work with CNA (Category 2) and NCVC (Category 3) throughout the grant period to provide assistance to the national PSN program, BJA, OLP, EOUSA and any other entity requesting assistance implementing PSN strategies.

Milestone Description

Efforts initiated or completed during fifth reporting period of the National PSN Category 1 award for MSU are included in this milestone. Robyn Carter, Ed McGarrell, and Heather Perez, are herein known as the "MSU team".

All TTA requests, either rapid response or formal, were responded to and in support of PSN implementation plans. Formal requests required organized support for the District’s PSN team as these requests tend to be more extensive.

No onsite travel was provided as COVID restricted guidelines at the University and BJA were still in place.

All seven PSN regions received TTA during the reporting period. A TTA tracker is kept current and circulated among the partners and BJA. Items in the tracker come from formal TTA requests received through the https://psntta.org/tta-request-form/. MSU directly delivered TTA to the districts during the reporting period from 1/1 – 6/30/2021:

-Open DOJ solicitations were shared with, all Districts, the TTA partners and the field overall to encourage multi-faceted/over-lapping violence reduction, community improvement funding and efforts.

-Items of interest such as webinars, trainings, podcasts, current literature, etc. were shared with the Districts.

-MSU continued to be provide assistance to MT on data and analysis and risk assessment. MSU facilitated MT sharing their data analysis with the District of Guam as they too are experiencing similar violent crime with the presence/involvement of methamphetamine issues.

-MSU coordinated with SME, Julie Wartell to deliver an 8 week Problem Analysis training for the OHN/NOVCC.

-MSU worked with BJA and the PAE to discuss acquiring a research partner, SAP/GAP development and guidance with FA roles and responsibilities.

-MSU provided guidance to VAE on new PSN POC basics, FA roles and responsibilities and GAP guidance.

-MSU continued to provide support on a community engagement strategy for ALN.

-MSU worked with the District of Oregon to provide guidance on GAP development and use/identification of EBP.

-MSU shared resources on the Credible Messenger Program with CAS and WAW.

-MSU worked closely with the PSN TTA team, BJA and the Liaisons to develop a TTA plan for Rochester/NYW

- MSU worked closely with the PSN TTA team, BJA and the Liaison to develop a TTA plan for Yakima/WAE. MSU continued to work with SME Christian Peterson to develop an extensive data analysis capacity plan for the site as the primary, key strategy needing the most immediate attention. Onsite travel will be required for this TTA delivery. The TTA team also recommended application for the PSP program, which the site did successfully apply.

-MSU worked SME, Julie Wartell to develop a crime analysis/problem analysis training outline for both the District of Rhode Island and LAM.

-MSU worked with the WVS to identify a potential local research partner and their roles and responsibilities.

-Heather has been working with the District of Guam and Rich Hobson to fulfill the request for the Armed Offender training.

-MSU assisted the District of New Mexico by providing evaluation guidance on their focused deterrence strategies.

-MSU assisted the MSS with identification of a potential research partner and roles and responsibilities.

MSU provided a review and feedback on competitive grant final reports for the Districts of Colorado and Maryland.

MSU is developing resources based on a final report of Colorado's CGIC and RAVEN programs.

MSU is developing resources on non-fatal shooting reviews.

The partners continued to use a post TTA evaluation for recipients of PSN TTA activities. Results were included in TTA summaries/follow-up reports. A template was also developed for TTA providers/trainers/SMEs.

MSU participated in the monthly Liaison calls.

MSU continued to lead the bi-weekly TTA partners calls.

Heather Perez continued to serve as the Pacific and South Central Analyst. Robyn Carter continued to serve as the Midwest Analyst. Monthly calls were held as well as resources shared with the Districts and circulation of materials Districts shared during the calls.

MSU continued to review and provide feedback-"needs revision" or "approved"- on all received FY2018 Strategic Action Plans (SAP) and FY2019 Grant Action Plans(GAP). FY19 GAP: 15 not submitted; 77 submitted and approved; 1 submitted but under revision/not approved (WY). FY18 SAP: 7 not submitted; 85 submitted and approved;1 submitted but under revision/not approved (CAE) Heather Perez reviewed all GAPs and provided a BJA final approval announcement to the Districts allowing the removal of the special condition in GMS. The GAP tracker is kept current and circulated among the partners and BJA.

Heather Perez continued to work with BJA and EOUSA to maintain the most current PSN POC and LEC contact information.

MSU continued to take the lead to refine the legacy document, PSN “blueprints”. The document was published and then slightly modified to meet current leadership goals for the PSN program. The document is available at: https://psntta.org/psn-blueprint-for-success/

The MSU team continued to refine the “one-pager” on Victim/Witness guidelines. BJA and NCVC reviewed and approved the document which builds upon NCVC’s larger resources.

The MSU team continued to assist with the development, refinement and/or maintenance of the training catalog and its contents, https://psntta.org/tta-resources/ttacatalog/.

The MSU team continued to develop tweets, newsletter/bulletin content and webpage resources on PSN activities.

Heather Perez gathered weekly BJA Director updates from the TTA partners for Kate McNamee's report-outs. A two-week projection is summarized for a look forward on activities, successes and innovations.

MSU provided with BJA with 2018 project descriptions and SAPs in support of the NIJ National Evaluation. Ed McGarrell sits on a review committee for the evaluation.

MSU gathered “success stories” from the field to support a BJA report.

MSU provided BJA with a few examples of “successful TTA” examples.

MSU worked with 10 PSN Districts/teams on attendance at the Spring 2021 Innovations Suite Researcher Practitioner Fellows Academy. More than 25 PSN Districts have previously attended the Academy.

MSU provided support to EOUSA on several resource materials for the Districts. Extensive input was provided on a SAP template and suggestions/recommendations of EBP.
