Submitting secondary evidence for processing. Statewide contract with Bode.
There have been some delays with the laboratory finding materials for processing (like reagents and test tubes, etc.). Keep Julia updated if this continues and can discuss with BJA. Delays due to COVID.
Noting any delays due to COVID in quarterly BJA reports.
Continuing to do investigation and victim notification. Still plan to hire full time grant-funded prosecutor.
Have 1 full time and 4 part time victim advocates.
Partially tested kits
Sheriffs department did hand out of those kits- 34 kits. Already been sent for testing!
Tucson Police Department- already sent to Bode.
TPD covered cost of bringing SAMs to Sheriffs department. Both TPD and Sheriffs department are going to get SAMs (in progress).
1.) ViCAP Challenges
• Are you experiencing any challenges or barriers preventing ViCAP entry? No. After an initial hurdle related to learning the system and the fine points of entry, VICAP entry has been proceeding apace. Have you started entering cases for ViCAP? Yes.
• I have that you are the ViCAP point of contact but that Mary Pekas (Tucson Police) and Robin Crehan (Pima County Sheriff) will be making actual ViCAP entry. Is that still correct? Yes.
2.) Serial Offenders
• Have you identified serial offenders through SAKI case investigations? Yes.
• If yes, please summarize efforts made and/or provide success stories. Some things we’re interested in:
o Is there any detailed data about these offenders in the sense of are they committing other crimes besides sexual assault; We have not been collecting detailed data on these cases, but all of the offenders identified (or confirmed as identified) by the SAKI project will be repeat offenders of some type, or their DNA would not be available in CODIS for comparison. The lion’s share of SAKI defendants have priors unrelated to sexual assault, but we are prioritizing notification and follow-up investigation of offenders with prior sex offenses.
o how many serial assault serial offenders have you identified via testing SAKI cases; I do not have this information to hand, because we keep data in-house about charged cases, not cases pending investigation, but I could solicit this from TPD and PCSD. Please let me know if you’d like me to do this and what your criteria are for who qualifies as a “serial” offender.
o is there data on how many cases an offender may be linked to; Again, this information for as-yet uncharged cases is with law enforcement, but I can ask for it.
o is this serial offending data an unexpected result for you? Not at all. Based on our experience with the DANY grant, we anticipated identifying a number of serial offenders.
3.) Sexual Assault Awareness Month- April
• Are you planning any events for Sexual Assault Awareness Month in April including but not limited to virtual panels, screenings, or trainings? We are highlighting these events on social media!
Brief check in for any needs. Worked to schedule call for beginning of May with Carey Hendricks included. Scheduled call.
Checked in with Vicki. Met with Carey as well. discussed challenges with JustGrants, PMT, site coordinator time, media involvement, and SAMs adoption.
