Pattie M. suggested that Lisa reach out to Sarah Cook, the SL for Charlotte PD to see if Sarah S. (site coordinator) would be willing to share information about their secondary evidence tracking methods, examples of secondary evidence requests sent to BJA, and information about the lab they use for testing the secondary evidence. Lisa sent an email to Sarah C. and Sarah C. reached out to Sarah S.
Sarah S. asked for a phone call with Lisa to discuss the request in more detail, and on that call it was decided to hold another call with Pattie M. Lisa initiated setting up a call with Pattie, Sarah S. and Sara C. to discuss these items in more detail.
Sarah S. from Charlotte PD, Sarah C., Pattie M. and Lisa held a call to discuss in more detail what Fresno is looking for regarding testing secondary evidence. It was decided that Fresno may not have to go through a lot of steps depending on what their Narrative says regarding secondary evidence. Lisa will work with Pattie on a response for Fresno and will send via email.
Lisa sent the following email to Fresno PD after gathering answers to all of their questions.
We spoke with the site coordinator at Charlotte-Mecklenburg PD and have gathered some resources regarding secondary evidence testing. If your narrative mentions testing secondary evidence, then BJA approval may not be needed. In charlotte’s case, their narrative spoke to testing secondary evidence and therefore the only time they needed to get approval for testing secondary evidence was if it was outside of the scope that was provided in the narrative. The language they used in their narrative for testing secondary evidence was BJA’s definition of what secondary evidence is, and if that criteria was not met, Charlotte would then reach out to BJA for approval via email. The approval emails they sent included details about the secondary evidence they wanted to test as well as a plan for testing.
With regard to evidence tracking, Charlotte used a spreadsheet and manually entered all data for every kit that has ever come through their site. For Secondary evidence, they work off their main spreadsheet and use Plims to look for evidence to see what is eligible for secondary evidence. Once the kits have been tested, they mark on their sheet if a profile is uploaded in CODIS (they need to document everything to make sure they don’t send off secondary evidence that has already been uploaded to COIDS, as they need to know everything there is to know about all of their Kits).
Finally, per your award, an RFP is required and three quotes are needed from different labs for submitting secondary evidence for testing.

Neal reached out and asked for specific examples of software for tracking evidence.
Lisa reached out to the SL team for support and found information on the evidence tracking spreadsheet. Lisa replied to Neals email and stated that some sites use internal tracking spreadsheets and methods that they have developed and some use SAMS or STACS to track evidence.
