The agency and the Chief are fully on board with PREA implementation and the Lieutenant in charge has been engaged. The Chief and the TA provider have completed the PREA policy and screening tool; screenings have been in place for about five months now. Escambia has a new facility staffing plan that has been completed which includes PREA requirements. They do have to do their annual staffing plan meeting and the Chief discussed inviting the TMG coach or the TA provider to call in and assist them with the first one to make sure it includes everything and is documented properly. The volunteer and contractor training that TMG provided is completed and they will be starting this and documenting it in their shared drive shortly for all volunteers and contractors. Escambia is conducting sexual abuse incident reviews monthly. The inmate orientation and video are all completed but they are waiting on the new facility to open which will likely be March of 2021 so that they have male and female class. They believe it will be easier for them to conduct orientation this way.
The main challenge Escambia has is in staffing and some of the command staff "buy-in" and this has been a discussion since the onset of the grant. In December, the TA provider and TMG coach revised a PREA jail employee training for the agency and sent it for review. It was approved by Escambia in January 2021. TMG coaches will follow up to see what next steps need to be or if they can go on site in person to do a training for trainers; decision pending possible travel restrictions related to COVID.
