Under the Tribal Law and Policy Institute’s (TLPI) Tribal-State Collaboration award (2019-IC-BX-K005), TLPI will design ,develop, and deliver one national stakeholder meeting on intergovernmental collaboration (Task 1.2), The national stakeholders meeting will be highlighting existing promising practices in intergovernmental collaborations (Bullet #2 from 2019 RFP, Category 6, page 18.) (Coordinate with law enforcement-based awardee.) TLPI proposes to highlight these effective strategies in both a virtual meeting format (due to COVID-19 travel restrictions) and a subsequent publication. For the meeting, TLPI will invite key stakeholders involved in tribal-federal-state and local collaboration. Proven strategies will highlight areas of collaboration and cooperation across agencies and jurisdictions. In consultation with BJA, TLPI will invite a diverse group of stakeholders from tribal-federal-state and local jurisdictions including tribal-state court forum members, joint jurisdiction court judges and staff; as well as other court related collaborations and those interested in learning more about tribal-federal-state and local court collaborations.

TLPI designed and drafted a work plan for a Virtual Intergovernmental Collaboration National Stakeholder Meeting to grant manager Norena Henry on 11/20/2020 (see Task 1.1 and 1.2). Once TLPI receives comments on the proposed work plan, TLPI will schedule a call to discuss. The work plan discusses the planning needed after the first initial in-person meeting was held on 12/04/2019 in Albuquerque, NM. Due to COVID-19 travel restrictions, this stakeholder meeting will be held virtually via Zoom. The intended audience are tribal, state and federal practitioners (judges, wellness court coordinators, multi-disciplinary) in both PL 280 and non-PL 280 states (including Alaska). The ultimate deliverable will be a publication. In the workplan, TLPI identifies several promising practices in intergovernmental collaboration that are worthy of highlighting in this meeting. These successful strategies are varied, multidisciplinary and cover PL 280 and non PL 280 jurisdictions. Collaboration, cooperation and education across jurisdictional lines has been at the heart of these strategies. Unfortunately, these effective strategies in intergovernmental collaboration have not yet been formally documented in a resource which describes each strategy including keys to success and guidance on replication.
TLPI proposes to highlight these effective strategies in both a virtual meeting format and a subsequent publication. For the meeting, TLPI will invite key stakeholders involved in tribal-federal-state and local collaboration. Proven strategies will highlight areas of collaboration and cooperation across agencies and jurisdictions.
We are not excluding law enforcement, however the Tribal Judicial Institute is the lead on the law enforcement grant and will hold a separate stakeholder meeting for law enforcement specifically. TJI and team will attend this meeting.

Per Norena Henry's request the Virtual Intergovernmental Collaboration National Stakeholder Meeting was postponed from the planned date of 4/23/2021. Chia Halpern worked with the presenters to find a new date of 7/26/2021.
