This was the 2nd session of the Criminal Court Behavioral Health Case Processing Learning Collaborative, which was organized along with the National Center for State Courts (NCSC). The session was conducted via Zoom. The same 9 court-based teams who participated in the first learning collaborative session participated in this session: Pima County, AZ; Lake County, CO; Douglas County, KS; Cumberland County, ME; Lockport, NY (municipal court); Beaverton, OR; Marion, OR (municipal court); Tarrant County, TX; and multiple sites in New Mexico coordinated through the State Administrative Office of the Courts. The session began with welcome and introductions. The group then discussed different types of court liaison programs that jurisdictions could consider using to improve case processing outcomes for defendants with behavioral health needs. The group discussed Washington state's forensic navigator program, Lake County, CO's Bridges program, and the CASES court liaison program in NYC. The group then discussed different types of centralized court functioning, and the learning collaborative teams from Pima County, AZ and Marion County, OR provided information about centralized function systems they have put in place. Sanctions and rewards were also discussed, and the teams were encouraged to consider using appropriate, evidence-based non-jail sanctions when defendants with behavioral health needs are struggling with their court compliance. The session concluded by telling the teams that individual office hours sessions with NCSC and CSG staff were going to be offered as an opportunity for teams to develop their own workplans around concrete steps and actions? they can take to improve case processing for defendants with behavioral health needs. Participants were also reminded about the 3rd and final session of the learning collaborative on 9/24/20.
