Three local JRI sites (Travis County, TX, Mecklenburg County, NC, and Denver Co, CO) using quantitative analysis of the drivers of population and cost in their local criminal justice systems, have identified a population of individuals who cycle frequently through the system—with multiple arrests per year, consuming significant law enforcement, court, and jail resources—who exhibit high degrees of homelessness, mental illness, and substance abuse disorders. These three jurisdictions are all pursuing the strategy of providing permanent, supportive housing as a method to stop the “churning” through the system and stabilize these individuals in the community. These sites are all looking to the research on permanent supportive housing as an evidence-based practice targeted at this population.
Representatives from Mecklenburg and Travis Counties, along with select staff from CEPP/ARS, will travel to Denver, to build on the research on effective implementation of innovations in public policy. This research has identified “communities of practice” —creating supportive communications and joint learning—as one aspect of an effective implementation approach. This peer-top-peer exchange will include:
• Time for representatives from all three sites to talk face-to-face in order to :
o Provide an introduction to their community’s “strategy” for managing this offender population
o Ask and answer questions among the group as to:
The anticipated benefits in this strategy for the target population and why that is important to the community;
The specific elements of the approach and what resources have been required to proceed;
Challenges to implementation—what has proved most difficult, why, and how has the jurisdiction overcome the challenges.
• An opportunity for visiting teams to observe all aspects of the strategy as implemented in Denver:
o In the court
o In the housing facilities
o In treatment programming settings
o With law enforcement
• An opportunity to meet with individuals involved in developing social impact bonds as a way to assure the sustainability of this effort over time, and to learn about their possible applicability in other settings
