How do you anticipate that the requested assistance will address the problems?
I would hope that an established analyst or consultant would be able to review the systems that we currently have in place and identify the best methods for pulling them all together into a workable analysis system. Additionally, I would hope that through training of my personnel, we could determine whether or not we have the resources to manage crime analysis in-house or whether we should begin the process of looking to hire dedicated staff for the CA role.
