ODOC requested training on implementing the PREA Standards pertaining to LGBTI and GNC inmates. Specifically, they requested a review of a current online training curriculum, a short online training video that will be available to all staff, a long training webinar for select staff, and a review of specific policies and procedures with recommendations.
1) Current curriculum review: ODOC is finalizing a draft of a short online PREA training. They requested a review of the select PREA slides in the presentation that address SOGIE (sexual orientation, gender identity and gender expression) terminology. This portion of the TTA will only include a review of that terminology and submit
recommendations.
2) The short video training (90 minutes) will be added to ODOC's Professional Development Unit's (PDU) series of online classes that will be available to staff in 2021.
This video will be recorded by ODOC. The video will not include a live portion and therefore there will not be a Q and A component.
3) The long, in-depth training, four (4) hours, will be provided via webinar to a select group of staff, across disciplines, including senior-level officials, to prepare them to respond to questions and concerns, and provide guidance for staff, after staff complete the 90-minute online class.
4) A review of ODOC's policies and procedures that pertain to LGBTI and GNC adults in custody (AIC, the term used by the agency) and submit recommendations.

The training was four (4) hours and included an overview of terminology related to SOGIE, and intersex traits; research pertaining to LGBTI and GNC people in the general population and in detention; effective communication with LGBTI and GNC adults in custody (AICs); SOGIE data collection for intake and risk assessment tools; medical and mental health care needs for LGBTI and GNC AICs, with a specific focus on transgender AICs; an overview of litigation pertaining to the treatment of LGBTI and GNC AICs; best/promising practices for the equitable and fair treatment of LGBTI and GNC AICs; Q and A; and local and national resources. The training was delivered via Zoom on February 16, 2021, 9:30am-1:30pm PT. Approximately 25 people registered but only 15 people attended.
ODOC requested a review of ODOC’s policies and procedures that pertain to LGBTI and GNC adults in custody (AICs, the term used by the agency) and submit recommendations. ODOC also requested a review of their short online PREA training module, specifically the select PREA slides in the presentation that addressed SOGIE (sexual orientation, gender identity and gender expression) terminology.
